Every year, hundreds of thousands of people travel from wealthier to poorer countries to participate in short-term volunteer programs focused on health services. Churches, universities, nonprofit service organizations, profit-making "voluntourism" companies, hospitals, and large corporations all sponsor brief missions. Hoping to Help is the first book to offer a comprehensive assessment of global health volunteering, based on research into how it currently operates, its benefits and drawbacks, and how it might be organized to contribute most effectively. Given the enormous human and economic investment in these activities, it is essential to know more about them and to understand the advantages and disadvantages for host communities. Most people assume that poor communities benefit from the goodwill and skills of the volunteers. Volunteer trips are widely advertised as a means to "give back" and "make a difference." In contrast, some claim that health volunteering is a new form of colonialism, designed to benefit the volunteers more than the host communities. Others focus on unethical practices and potential harm to the presumed "beneficiaries." Judith N. Lasker evaluates these opposing positions and relies on extensive research—interviews with host country staff members, sponsor organization leaders, and volunteers, a national survey of sponsors, and participant observation—to identify best and worst practices. She adds to the debate a focus on the benefits to the sponsoring organizations, benefits that can contribute to practices that are inconsistent with what host country staff identify as most likely to be useful for them and even with what may enhance the experience for volunteers. Hoping to Help illuminates the activities and goals of sponsoring organizations and compares dominant practices to the preferences of host country staff and to nine principles for most effective volunteer trips.

Starting from 2011, the International Labour Office (ILO) and the United Nations (UN) have provided global statistical standards for organization-based and direct volunteering which offer path-breaking opportunities. The global statistical standards on volunteering are however only relatively known. They also have to face difficult methodological and substantial challenges: Can they really account for the local varieties of volunteering in the different areas of the world? Does their adoption further develop our knowledge of volunteering both at national and international level? Beyond illustrating which innovations these statistical standards bring and critically assessing the tensions between the global guidelines and the local differences, the book shows how the ILO and the UN standards can be implemented into national statistics and which advancements in the understanding of characters, antecedents and impacts of contemporary organization-based and direct volunteering they allow. The Volume takes Italy as an illustrative case that offers global value. This multidisciplinary book demonstrates that a holistic approach to the implementation of the ILO and UN guidelines permits to virtuously balance international statistical standards and locally embedded cultures as well as to move knowledge of volunteering forward in a complexity-driven agenda. Book excerpt: This work explores the increasingly popular phenomenon of volunteer tourism in the Global South, paying particular attention to the governmental rationalities and socio-economic conditions that valorise it as a noble and necessary cultural practice. Combining theoretical research with primary data gathered during volunteering programs in Guatemala and Ghana, the author argues that although volunteer tourism may not trigger social change, provide meaningful encounters with difference, or offer professional expertise, as the brochure discourse and the scholarly literature on tourism and hospitality often promises, the formula remains a useful strategy for producing the subjects and social relations neoliberalism requires. Vrasti suggests that the value of volunteer tourism should not to be assessed in terms of the goods and services it delivers to the global poor, but in terms of how well the practice disseminates entrepreneurial styles of feeling and action. Analysing the key effects of volunteer tourism, it is demonstrated that far from being a selfless and history-less rescue act, volunteer tourism is in fact a strategy of power that extends economic rationality, particularly its emphasis on entrepreneurship and competition, to the realm of political subjectivity. Volunteer Tourism in the Global South provides a unique and innovative analysis of the relationship between the political and personal dimensions of volunteer tourism and will be of great interest to scholars and students of international relations, cultural geography, tourism, and development studies.

Since 2005, the partnership between the European Commission and the Council of Europe in the field of youth activities has focused on the following topics: European citizenship, human rights education and intercultural dialogue, quality and recognition of youth work and training, better understanding and knowledge of youth and youth policy development. The partnership between the European Commission and the Council of Europe in the field of youth brings together the two institutions' experience in non-formal education, youth policy, youth research and youth work practice. Activities organised within its framework gather representatives of those areas who share their knowledge and experience for the benefit of enhancing evidence-based policy, practice, quality and recognition of youth work and training. This marked the end of a controversial U.S. policy in which the State Department, the CIA, the Department of Defense, and the United States Agency for International Development supplied covert military aid to a nation that was technically neutral. At War in the Shadow of Vietnam is the first book to recount the full story of U.S. covert activity in Laos from 1955 to 1975. Based on newly declassifled materials as well as interviews with scores of key American and Laotian participants, it describes in detail the structure and execution of America's "secret war" and the long-term consequences. In an effort to defend the Lao kingdom - and to disrupt the flow of communist arms, material, and soldiers traversing Laos en route to South Vietnam - the U.S. created and clandestinely administered a covert military aid plan that fueled a unique and little-known conflict. Castle chronicles the close relationship between the CIA and the Lao army, the role of the CIA's proprietary airline, Air America, and the evolution of U.S.-Thailand cooperation and the impact of Thai support on the Lao military assistance program.
