Book excerpt: This book examines the transformation of the state in Central and Eastern Europe since the end of communism and adoption of market oriented reform in the early 1990s, exploring the impact of globalization and economic liberalization on the region’s states, societies and political economy. It compares the different policies and national strategies adopted by key Central and Eastern European states, including the Czech Republic, Poland, Hungary and Slovakia, showing how initial internally oriented strategies of market reform, privileging domestic sources of investment, had by the late 1990s given way to externally oriented strategies emphasising the promotion of competitiveness by attracting foreign investment. It explores the reasons behind this convergence, considering the influence of internal and external forces, and the roles of interests, institutions and ideas. It argues that internationalization of the state is forged in the processes through which domestic groups linked to transnational capital attain domestic influence necessary to shape state policy and strategy. These groups — the comprador service sector in particular — constitute and organize political, social and institutional support of the competition state in the region. Overall, this book not only provides a detailed account of the political economy of post-communist transformation in Central and Eastern Europe, but also the processes by which states adapt to the forces of globalization.

The authors propose a model of it by means of an illustration from the example of Poland, which envisages the free provision of shares in formerly public undertakings to employees and consumers, and the provision of corporate finance from foreign intermediaries. Book excerpt: This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.

Three closely related areas require action at the outset of the process: macroeconomic stabilization, including fiscal, monetary, trade and payments, and incomes policies; price reform in an environment of increased domestic and external competition; and ownership reform, involving the rapid privatization of retail trade and small enterprises, along with the commercialization of large, state-owned enterprises. Many measures are needed to support policy actions in these three areas. A social safety net will be needed to protect the most vulnerable from the short-term adverse consequences of the reform process. Other measures include completion of the legal framework for a market economy, the creation of a market system for banking and finance, the demonopolization and restructuring of many enterprises, the reconstruction of the transport and communications infrastructure, the development of a system of labor relations, the process of privatization of state enterprises and collective farms, and the addressing of serious environmental problems. These and other issues, and the close relationships between them, are discussed in this study.

Book excerpt: The first study in the Western world to compare the relationship between food and politics in the countries of Eastern Europe, this book views the current food revolution as part of the modernization process. Robert Deutsch argues that the communist leaders in the Comecon countries increasingly link political stability and preservation of power to the problem of satisfying consumer demand. He also assesses the various social forces that have brought about the food revolution. The most important is the expanded working class, which is no longer willing to defer consumer demands to a hypothetical communist future. The CMEA countries thus face the dilemma of either gradually liberalizing their economies in order to meet growing consumer demands or resorting to repression. Neither of these options promises a long-term solution for implementing economic policies prescribed by Marxist-Leninist doctrine. Robert Deutsch presents case studies of Hungary, Bulgaria, and the German Democratic Republic as examples of the "relative success" of economic reforms. To a greater or lesser extent, these countries have opted for economic decentralization by liberalizing private ownership and pricing policy and by integrating planning with market-oriented concepts. The author compares this with the economic problems of the Soviet Union, Poland, Romania, and Czechoslovakia. The study is enhanced by an exhaustive bibliography, arranged topically and drawn from the specialized literature in several languages.
