As the first global programme to receive grants from the World Banks net income, the CGIAR now consists of 16 autonomous international centres, with a membership of 62 countries, including 24 developing and transition economies. This report evaluates the work of CGIAR and makes several recommendations to address the future challenges it faces in promoting agricultural research.

The first introductory part is followed by investment as the focus of Part II. In Part III a variety of conceptual and practical issues involved in the transfer of agricultural technology is considered. Part IV includes discussions of concrete technical matters ranging for example from the general to the specific, from plant to animal, and from soil management to irrigation engineering. Emphasis moves from the specifically technological to wider policy issues in Part V and this latter thrust is carried through into the final summarizing section.

Book excerpt: After decades of neglect, the agricultural sector in many countries of Latin America is receiving renewed attention. As part of this, the establishment and consolidation in Latin America of three international centers funded through the Consultative Group on International Agricultural Research (CGIAR) account for a small but significant part of the growth in agricultural research. The importance of the centers lies not in the additional funding they bring, but rather in their collaboration with national research programs. There is increasing evidence that these centers have helped to expand the capacity of many national programs, especially in the numerous smaller countries. Their sustained funding, apolitical nature and international scientific linkages have added an important dimension to the region's own enhanced capacity for agricultural research. The accelerated growth in the yields and output of staple foods in Latin America achieved over the past decade is striking testimony to the strengthened national research programs which are receiving, testing, adapting and releasing technologies developed through their collaboration with international centers.

Book excerpt: This report describes a study of the collaboration between international agricultural research centers and the national agricultural research system of Cuba, a project that was conducted by the authors as part of the worldwide Consultative Group on International Agricultural Research (CGIAR) impact study. Collaboration between the Ministry of Agriculture (MINAG) and the CGIAR system started with the International Agricultural Research Center for Rice (IRRI) in 1967, with the International Center of Tropical Agriculture (CIAT) in 1977, with the International Potato Center (CIP) in 1981 and with the International Center for the Improvement of Maize and Wheat (CIMMYT) in 1982. Germplasm exchange, training and visits are the main activities. Collaboration is considered mature with IRRI and CIAT on rice, and with CIAT on beans, cassava and pastures. Collaboration is considered developing with CIP on potatoes and CIMMYT on maize, and incipient with the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) on sorghum, International Institute of Tropical Agriculture (IITA) on malanga and CIP on sweet potatoes. CIAT has built up an extensive system of contacts in Cuba in all four of its programs. It also facilitates the operations of other CGIAR institutes.

Book excerpt: The primary role of international public agricultural research is undoubtedly to address key social, environmental, and economic goals at the global level. Further, there is consensus that investment must be accelerated in research-based innovations focusing on sustainable food systems. And given the relatively weak situation of many national agricultural research systems in the global South, it is imperative to reach economies of scale in investments in international initiatives. It is not yet clear, however, how much additional investment is needed or how scarce resources should be allocated across priority research-for-development challenges. At the international level, growing consensus indicates that—in addition to increasing funding—far greater harmonization is needed in funding and executing research in order to more effectively tackle global agricultural research challenges. Growing opportunities for technology spillovers and research alliances to occur across national, regional, and international boundaries necessitates the ability to access new technological knowledge from a variety of sources. And since access to new technologies is closely related to the capacity to generate new technologies, the need to strengthen and harmonize national, regional, and global research systems becomes even more of a priority. Although the role, contributions, and impacts of the CGIAR have been analyzed by many authors, only a few have summarized the recent evolution of its financing. This note is intended to contribute to reflections on the CGIAR’s first 50 years, which it will celebrate in 2021, while also providing a useful reference for the current “One CGIAR” governance and management transformation.

Book excerpt: Despite a rapidly growing enthusiasm around applications of information and communications technologies (ICTs) to smallholder agriculture in developing countries, there are still many questions on the effectiveness of ICT-based approaches. This study assesses the effects of videomediated agricultural extension service provision on farmers’ knowledge and adoption of improved agricultural technologies and practices in Ethiopia. The study focuses on a program piloted by the Government of Ethiopia and Digital Green and poses three questions. First, to what extent does video-mediated extension lead to increased uptake of improved agricultural technologies and practices by smallholder farmers? Second, is video-mediated extension targeted at both spouses of the household more effective than when only targeted at the (typically male) household head? Third, how cost-effective is a video-mediated approach to extension provision? The study explores these questions with a randomized controlled trial designed to evaluate the video-mediated approach as applied to three priority crops (teff, wheat, maize) and three technologies (row planting, precise seeding rates, and urea dressing). The trial was implemented in 347 kebeles (village clusters) during the 2017 meher (rainy) season in Ethiopia’s four most agriculturally important regional states. Analysis of data from our surveys of 2,422 households and 896 extension agents indicates that the video-mediated approach is more effective than the conventional approach in achieving several key outcomes. Specifically, we find that videomediated extension reaches a wider audience than the conventional approach and leads to higher levels of agricultural knowledge and uptake of technologies in those kebeles randomly assigned to the program. While our results do point to greater participation and greater knowledge of female spouses in kebeles where both male and female spouses were targeted by the program, we do not find clear evidence that the more inclusive approach translated into higher uptake of the subject technologies and practices. Finally, we find that the video-mediated approach becomes less costly as the scale of operation increases.
