When politicians nonetheless cheat and monitors must return to countries even after two decades of engagement, what is accomplished? Monitoring Democracy argues that the practice of international election monitoring is broken, but still worth fixing. By analyzing the evolving interaction between domestic and international politics, Judith Kelley refutes prevailing arguments that international efforts cannot curb government behavior and that democratization is entirely a domestic process. Yet, she also shows that democracy promotion efforts are deficient and that outside actors often have no power and sometimes even do harm. Analyzing original data on over 600 monitoring missions and 1,300 elections, Kelley grounds her investigation in solid historical context as well as studies of long-term developments over several elections in fifteen countries. She pinpoints the weaknesses of international election monitoring and looks at how practitioners and policymakers might help to improve them.

Book excerpt: During the first half of the twentieth century, the international system was largely dominated by the USA and the colonial powers of western Europe. After the two world wars, the political and economic dominance of these states guaranteed them and their allies an almost complete control of world politics. However, as it is the norm in the international system, power structures are not immutable. After the end of the Cold War, rapid changes to the existing international hierarchies took place, as new countries from the so-called ‘‘developing world’’ began to emerge as crucial actors capable of questioning and altering the power dynamics of the world. It is therefore unthinkable to ignore emerging countries such as Russia, the People’s Republic of China, India, Brazil or South Africa in the decision-making process in today’s world order. In addition, there is a group of smaller, yet increasingly important countries that, while acknowledging their inability radically to change the rules of the international system, are still eager to shift power relations and enhance their influence in the world. Argentina, Colombia, Egypt, Indonesia, Iran, South Korea, Mexico, Nigeria, Pakistan, Saudi Arabia, Turkey and Vietnam are generally recognised as part of this grouping of emerging powers from the Global South. While there is a consensus amongst academics that emerging powers from the Global South must have a stabilising role within their own regions, previous analyses have focused primarily on the impact that emerging powers have had in their own regions’ conflict resolution initiatives. This volume, instead, aims to go beyond these analyses and provide new insights regarding the effect that this stabilising role has on the continental and global positioning of emerging powers. In other words, this book explores the relation between a country’s involvement in conflict resolution initiatives and its positioning in the international system. The volume will contribute to this approach using the perspective of academics and practitioners from countries of the Global South, particularly from states that have strengthened - or sometimes weakened - their position in the international hierarchy of power through a leading role in regional conflict resolution initiatives.

Election observation is a hotly debated issue in contemporary international relations and in political science. A range of case studies leads to new interpretations, which challenge previous empiricist accounts of election observation in Africa. Greater attention to historical and cultural context is required than has been present in previous, somewhat prescriptive accounts. Key examples of the interface between election observation and democratization processes in various important countries in Africa are presented, linking an analysis of policies and practice. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.
