Book excerpt: Crop receipts are a promising innovation in agricultural finance first developed in Brazil about 20 years ago and recently replicated in Eastern Europe. Crop Receipts allow farmers to obtain pre-harvest finance against a promise to produce a certain amount of crops, with their future farm production serving as main collateral. Taking inspiration from past successes, this study examines the scope for adapting crop receipts to the African context and for introducing them on a pilot basis. The study analysis of the evolution of crop receipts and explores opportunities, challenges and entry points for crop receipt in Africa. Crop receipt pilots in Uganda and Zambia are considered based on a detailed assessment of the legal frameworks, financial and agricultural sectors, and stakeholder consultations. The report closes with the main findings and offers some strategic and operational considerations for introducing crop receipt finance in Africa. The study was conducted by the FAO investment Centre within its partnership with the International Finance Corporation (IFC) with co-funding from the GAFSP Private Sector Window. While the primary objective of the study is to guide IFC in exploring concrete investment opportunities for piloting crop receipts, its findings and recommendations could be of interest to a broader set of stakeholders in agricultural finance and development.

In Part 2, through specific Guidance Notes, Parliamentarians and advisors are guided through concrete actions they can implement in their countries to improve and increase investments, actions such as: executing a national policy, legislative, and institutional frameworks assessment; ensuring consistency in the legal and policy framework; advocating to reform existing laws and/or adopt new laws; ensuring adequate financing for the implementation of laws related to responsible investments in agriculture and food systems and ensuring effective parliamentary oversight are detailed throughout.In addition to their essential role for the enactment of legislation and adoption of budgets, and of ensuring accountability of governments for the effective implementation of commitments, parliamentarians, and parliamentary advisors are custodians of their country’s plans for sustainable development and have a strategic responsibility to raise awareness of citizens on issues of paramount importance. To support parliamentarians and advisors in creating effective partnerships with other stakeholders, such as other parliamentarians, the private sector, the civil society, and academia, Part 3 provides tailored key messages that can be used ad hoc in meetings, conferences, and in other kinds of communications such as reports, press releases, and social media. The premise of this book is that the actions of financial actors, and their financial logics, are transforming agri-food systems in profound ways. It is shown that although financialization is a powerful dynamic, some recent developments suggest that the rollout of financialization is contradictory and uneven in different spaces and markets. The book examines cases in which state regulation or re-regulation and social movement resistance are setting roadblocks or speed bumps in the path of financialization, resulting in a ‘cooling off’ of investment, as well as the other side of the argument where there is evidence of a ‘heating up’. The authors address not only the limits to financialization, but also the mechanisms through which financial entities are able to penetrate and re-shape agri-food industries. This book provides both a comparative analysis of financialization blending, and empirical findings with conceptual insights.
