Over that time, lessons have been learned about working effectively in these sensitive areas at the intersection of economics, law, and politics. However, in many cases progress has been disappointing or the impact uncertain.

This book provides a comprehensive exposition of how to conduct impact evaluations. Part I provides an overview of impact evaluations and comprises five chapters which are accessible to readers who have few or none of the technical (statistical and econometric) skills that are needed to conduct impact evaluations. Parts II and III make use of statistical and econometric methods and are at a level similar to a graduate-student course but written to make them accessible to the ambitious reader whose skills are not at that level. Part II presents, in Chapters 6-10, a comprehensive discussion of the use of randomized controlled trials (RCTs) to conduct impact evaluations, including a general discussion of the ethical issues involved in conducting impact evaluations. Part III presents the main non-experimental methods that are used to implement impact evaluations when RCTs are not feasible or not recommended for other reasons. Chapters 11 and 12 present regression methods, including difference-in-differences estimation. Matching methods are described in Chapter 13, after which regression discontinuity methods are covered in Chapter 14. Instrumental variable methods, including the estimation of local average treatment effects (LATE), are discussed in detail in Chapter 15. Chapters 16 and 17 cover more advanced topics: quantile treatment effects and control function methods, respectively. Part IV then considers more practical issues when conducting impact evaluations, including designing questionnaires (Chapter 18), data collection methods and survey management (Chapters 19 and 20), and disseminating results to policymakers (Chapter 21). Book excerpt: Is South-South Cooperation (SSC) any different from other international partnerships in practice? While straightforward, this question often gets lost in conventional scholarship on SSC and international cooperation, which privileges macro-level narratives of how cooperation mechanisms fit within geopolitical concerns and shape the outcomes of foreign aid. Equity, Evaluation, and International Cooperation instead offers an answer from the ground up. It highlights two main lessons from the close examination of the ecosystem of international cooperation projects in the urban water-and-sanitation sector in Maputo, Mozambique. First, the book shows that macro labels attributed to international cooperation reflect very little about how cooperation projects operate on the ground and the equity consequences of their work. Second, how projects are designed, implemented, and evaluated does matter to the quality of learning that emanates from partnerships. Beyond the geopolitical and technical proximities favored by the SSC discourse, this book argues that what matters in practice is whether hierarchy or heterarchy is institutionalized in the governance of cooperation projects; whether project partners are locally embedded in shared work spaces; and whether practitioners value flexibility and recognize the epistemic value of learning from all partners as peers. A strong evaluation culture within the international development industry, however, still subjugates such equity-based concerns and deep learning in projects to accountability, reinforcing orthodox power asymmetries in cooperation and sustaining epistemic and distributive injustice. This book instead provides a framework for how project evaluations, as a key narrative instrument of development, can instead promote distributive, procedural, and epistemic justice in international cooperation projects.

Book excerpt: The SELEVER study is a five-year impact evaluation designed to address key knowledge gaps on the impact of a poultry value chain intervention on the diets, health, and nutritional status of women and children in Burkina Faso. This report qualitatively examines the SELEVER program’s impact on women’s empowerment and intra-household gender dynamics in relation to food production and allocation, as well as control and use over poultry resources in the study areas. Six villages across five provinces were purposively selected for this study. Data were collected using multiple qualitative methods. In each village, we conducted four sex-disaggregated focus group discussions, and semi-structured individual interviews were held with a man and a woman from two different households. Sex-disaggregated seasonal calendars were created for half of the villages. Interviews were also conducted with project service providers in each community, including group leaders (n=13), voluntary vaccinators (n=10), and poultry traders (n=6). A mix of inductive and deductive thematic coding guided the analysis of the data. Men and women participants described an empowered woman in terms of her confidence, how she spent her time, financial capacity, and freedom of movement. SELEVER beneficiaries illuminated how gender norms were shifting related to household activities and women’s empowerment, such that young boys are now washing dishes and women earn additional incomes from raising her own poultry. Yet results suggest that women’s empowerment may threaten men and their masculinity, an important tension of which SELEVER and other projects should be cognizant. Participants perceived that while SELEVER has increased women’s access to the necessary resources and capacity to raise quality poultry, and their incomes, women still lack full latitude to make decisions around when to sell or kill their bird. Instead they must rely on their husbands’ permission. Beneficiaries are more aware of the benefits of consuming poultry products, yet barriers persist for actual consumption. This report further details the intersectional nature of these findings, which will be important to consider. The differences in women’s role in monogamous versus polygynous households is especially important to consider in interpreting the program impacts and further strengthening the program delivery activities. The SELEVER program has improved outcomes for women across the village sites in terms of empowerment, awareness raising, and behavior change. Yet barriers and challenges, often rooted in social norms, persist for women’s involvement in poultry production, their empowerment, and the potential for the SELEVER program to improve diets of household members.
