Democratic reform in Central Europe is the best measure to avert conditions that could foster ethnic violence and regional conflict in Europe, potentially challenging a vital American interest, that of European security. Consolidating democratic and economic reforms in Central Europe with integration into European political, economic, and security organizations remains an American priority.[1] Poland's geopolitical position in Central Europe makes it a key player in this process. Poland's success or failure in transition will potentially impact the course of the other Central European states undergoing transition. America must not allow Poland to fail in her transition into a democratic, free-market state. The health of a population significantly contributes to the stability of a state, both directly through the costs of medical care and disability support and indirectly through the productivity of its workforce and the optimism of its people. Polish health status has suffered during transition.

Book excerpt: In response to the outbreak of the COVID-19 pandemic, governments and international institutions took steps to contain the harmful consequences on citizens’ lives and health, as well as the economy. In the short term, the goal was to limit the spread of the virus and the effects of the restrictions on the economy and, in the longer run, to prevent the appearance of new cases, facilitate the end of social restrictions, reboot the economy, and return to a path of sustainable growth and development. This is an economic and legal exploration of the impact of the pandemic, in the Polish context, examining Polish society and the economy as well as the response of the Polish authorities to the pandemic. The choice of Poland as the subject of the research is justified by its specificity. On the one hand, Poland is a country undergoing systemic transformation with access to European and transatlantic institutions. On the other hand, in recent years, it has evolved towards a hybrid democracy and is currently diverging away from the EU project. The book presents Poland’s legal and institutional response to the pandemic, analysed through the prism of common European values and Poland’s international commitments. It signposts the financial solutions adopted by the EU in the aftermath of the outbreak to assess how they will be used in combatting the short and longer-term consequences of the pandemic in Poland. The book is an introduction to original research, shaped by the novelty of the subject matter, and as such, will be essential reading for students and researchers of economics, law, and international relations.

Book excerpt: When looking back to the global financial crisis which has been over for a few years now, we can see both, European Union Member states which were profoundly affected by it and others which were relatively unscathed. The core of the last scenario is represented by Poland that unlike the majority of European countries has actually faired very well in the face of this recession. A lot of literature discusses its success, emphasizing the internal strength of the economy, and partly the impact of several external factors which helped Poland to deal with the global crisis. Although, from an outsider perspective, Poland appears to have had a certain level of immunity to financial crisis, in reality the crisis has had an impact on its economy and public administration structures.Taking into account that, the biggest challenges may still lie ahead, and the fact that certain member states of the European Union still try to recover from global crisis, this paper aims to look closer to Poland, and to evaluate its responses to the global financial crisis for identifying some mechanisms or public policies and institutions which can be considered as benchmarking or good practice for other countries. The main concern is outlining various measures were taken or are currently being taken to stem any further effects of the crisis. The unit analysis consists on reforms of public administration and economic policies of Polish Government and European Union strategies.As research methodology, the study adopts a case-oriented approach to advance its arguments using both quantitative and qualitative data, published by European and national institutions.

The first three debt waves ended with financial crises in many emerging market and developing economies. During the current wave, which started in 2010, the increase in debt in these economies has already been larger, faster, and broader-based than in the previous three waves. Current low interest rates mitigate some of the risks associated with high debt. However, emerging market and developing economies are also confronted by weak growth prospects, mounting vulnerabilities, and elevated global risks. A menu of policy options is available to reduce the likelihood that the current debt wave will end in crisis and, if crises do take place, will alleviate their impact.

The authors propose a model of it by means of an illustration from the example of Poland, which envisages the free provision of shares in formerly public undertakings to employees and consumers, and the provision of corporate finance from foreign intermediaries. One danger that emerges is that of bureaucratization. On the broader canvas, mass privatization implies the reform of the whole system, the creation of a suitable economic infrastructure for a market economy and the institutions of corporate governance.
