Book excerpt: Measuring the performance of the police is a complex activity that encompasses considerations of the social, legal, institutional and political context in which a police force operates. The definitions and methods used need to be regularly updated and adapted to reflect the constant changes in these contexts. This study follows from a broader desire, articulated by the national police force and the Ministry for Justice and Security, to improve the way police performance is measured in the Netherlands. Indeed, approaches to performance measurement adopted by police forces abroad may offer valid examples for the Netherlands and provide opportunities for general learning. The report summarises the findings from the study, drawing on information gathered from ten countries (including the Netherlands), an in-depth evidence review and stakeholder interviews in five case study jurisdictions as well as the Netherlands, a review of the available literature, and information solicited through expert interviews. The researchers highlight how different police jurisdictions have approached performance measurement, focusing on the stated purposes of the performance measurement; the reliability of the approaches; identified or potential adverse side effects of measuring performance; and examples of good or innovative practice in these areas. Finally, the report offers concrete recommendations aimed at giving greater coherence to the Dutch strategy for police performance measurement. The findings from the study will be of interest to policymakers and professionals responsible for law enforcement organisations and to researchers with an interest in police performance.

Police departments also benefit from measuring performance; the results can help officials monitor department operations, promote adherence to policies and strategic plans, and detect patterns of bias or misconduct. By defining what is measured, executives send a signal to their command about what activities are valued and what results are considered important. Performance measures can also help track the progress of individual officers, the efficient use of funds, and many other indicators of organizational health. This report describes some of the key considerations involved in designing measures to evaluate law enforcement agencies. It also includes a framework for measuring performance and a detailed review of some international best practices.

Presentations highlighted cases in which performance measures have proved useful in guiding resource allocation decisions, improving day-to-day operations, establishing and demonstrating agency competency and accountability and, in some instances, making the case for more resources. The conference consisted of five plenary sessions, each followed by a series of corresponding, concurrent breakout sessions. The topics of the five plenary sessions were Performance Measures as an Organizational Management Tool to Establish Accountability, Communicating Performance Results Effectively to Your Customers, Data and Tools, Hot Topics (addressing the use of performance measures to gauge the effectiveness of tolling and congestion pricing and other innovative transportation strategies to address sustainability and safety issues), and Performance-Based Contracting and Measuring Project Delivery. Three resource papers were developed for the conference. The conference attracted 180 participants from Canada, Denmark, Germany, Italy, Japan, Mexico, Sweden, the United Kingdom, and the United States and featured 70 transportation specialists offering real-world expertise, from the application of performance metrics to case studies drawn from six countries. The goal of this book is to fill the gap that exists between what evaluation program designers have been offering in the way of evaluation systems for the last half of this century and what employers, employees and courts need and expect. To briefly describe the system, performance is defined as the objectively measurable result of having performed to standard. Employees are viewed as being highly capable and productive at the beginning of the rating cycle (Theory Y). Accordingly, they are given the best possible rating score attainable in the system - a zero. The zero signifies that they have no uncorrected performance deficiencies. Jobs are analyzed to determine the results that the performer is expected to accomplish. To ensure quality, these results are tracked and measured on a regular basis (e.g., monthly). As long as employees accomplish the expected results, they will maintain their zero evaluation scores (Z-score). Should an employeeÂ’s performance fail to meet standards, problem solving is initiated to determine the source of the problem and, if possible, to help the employee achieve standards. The intervention is documented and an improvement plan is developed. The time and costs associated with the improvement efforts are tracked. As long as employees are capable and willing to correct identified deficiencies, they are given the opportunity to do so without affecting their evaluation scores. Only when employees fail to correct their deficiencies are their evaluation scores affected. The investment costs in development efforts are totaled to form the employee's final evaluation score - the Z score. The lower this score, the better will be the final rating. It will be of primary use to the human resources professional in law enforcement with between 15,500 employees, and it will provide the necessary expertise in research and development that will save these individuals hundreds of hours in self-developing their own system from scratch. The book consists of eight chapters. The appendices contain model forms, instruments, and sample rating measures. Additionally, instructions for developing a template for generating rating scores and reports is included.

It developed from a crisis in confidence in policing that began to emerge in the 1960s because of social unrest, rising crime rates, and growing skepticism regarding the effectiveness of standard approaches to policing. In response, beginning in the 1980s and 1990s, innovative police practices and policies that took a more proactive approach began to develop. This report uses the term "proactive policing" to refer to all policing strategies that have as one of their goals the prevention or reduction of crime and disorder and that are not reactive in terms of focusing primarily on uncovering ongoing crime or on investigating or responding to crimes once they have occurred. Proactive policing is distinguished from the everyday decisions of police officers to be proactive in specific situations and instead refers to a strategic decision by police agencies to use proactive police responses in a programmatic way to reduce crime. Today, proactive policing strategies are used widely in the United States. They are not isolated programs used by a select group of agencies but rather a set of ideas that have spread across the landscape of policing. Proactive Policing reviews the evidence and discusses the data and methodological gaps on: (1) the effects of different forms of proactive policing on crime; (2) whether they are applied in a discriminatory manner; (3) whether they are being used in a legal fashion; and (4) community reaction. This report offers a comprehensive evaluation of proactive policing that includes not only its crime prevention impacts but also its broader implications for justice and U.S. communities.

The fact that police undertake a broad array of work calls for a multidimensional approach to measuring police performance. Both direct and indirect measures need to be used to evaluate police performance. Measurements of police performance through public opinion polling may be distinguished in two kinds: general and specific questions on satisfaction with police. The general questions on satisfaction with police are important to ask on surveys, but tend to be too general to understand that about which citizens are content or discontent when it comes to the police. The questions also tend to be unstandardized, inconsistent, and at times, have poor choice of wording on questions and response categories, making comparisons across time and place impossible. The specific questions on police performance tend to be used on surveys in an arbitrary manner, often without proper understanding of the meaning of the question and responses. This study used data sources current as of 2014. Changes since 2014 are not reflected in this document.
