Book excerpt: Internal migration has several policy implications for economic growth and development for developing countries in general and for the fast growing low-income country of Vietnam in particular. Little research has been done, however, on inter-provincial migration in Vietnam. This study makes two major contributions to the migration and development literature in terms of the datasets and policy-relevant estimation approach. It is the first paper to use the annual survey data on migration published by Vietnam's General Statistics Office. This study also adopts a functional form to accommodate the flexibility of income's elasticity. Income, together with urban unemployment rates, are endogenously estimated with instruments that prove to be strong and valid. The inclusion of policy-relevant variables provides empirical findings that can make migration policy in Vietnam better-informed. Specifically, Vietnamese migrants are influenced primarily by moving costs, expected income differentials, disparity in the quality of public services offered by provinces, and the demographic composition at destination and source. This paper's findings provide new insight for migration policy options, and suggest that the government adopt a holistic policy approach to maximize the benefits and minimize the costs associated with internal migration.

Book excerpt: Abstract: This paper examines the determinants of remittance behavior for Vietnam using data from the 2004 Vietnam Migration Survey on internal migrants. It considers how, among other things, the vulnerability of a migrant's life at the destination, their link to relatives back home, and the time spent at the destination affect remittances. The paper finds that migrants act as risk-averse economic agents and send remittances back to the household of origin as part of an insurance exercise in the face of economic uncertainty. Remittances are also found to be driven by a migrant's labor market earnings level. The paper highlights the important role of remittances in providing an effective means of risk-coping and mutual support within the family.

In addition to the data from the VRUM project, the book draws on other widely used data sources to provide a comprehensive picture of rural-urban migrants in Vietnam. By highlighting the issues and challenges brought about by the large-scale rural-urban migration in Vietnam, the book helps researchers and policymakers more effectively formulate policies to respond to those challenges. Moreover, Vietnam’s experience can serve as lessons learnt to other transitional/developing countries.

Book excerpt: This paper investigates the role of employment opportunities created by foreign-owned firms as a determinant of internal migration and destination choice using the Vietnam Migration Survey 2004 and the Vietnam Household Living Standards Survey 2004. Multinomial logit and conditional logit models are estimated to study both origin and destination-specific characteristics of migrants. The paper finds that the migration response to foreign job opportunities is larger for female workers than male workers; there appears to be intermediate selection in terms of educational attainment; and migrating individuals on average tend to go to destinations with higher foreign employment opportunities, even controlling for income differentials, land differentials, and distances between sending and receiving areas.
