It is often assumed that if the United States failed to defend an ally, then this disloyalty would instantly and irrevocably damage US alliances across the globe. Henry proposes that such damage is by no means inevitable and that predictions of disaster are dangerously simplistic. If other allies fear the risks of military escalation more than the consequences of the United States abandoning an ally, then they will welcome, encourage, and even praise such an instance of disloyalty. It is also often assumed that alliance interdependence only constrains US policy options, but Henry shows how the United States can manipulate interdependence to set an example of what constitutes acceptable allied behavior. Using declassified documents, Henry explores five case studies involving US alliances with South Korea, Japan, the Republic of China, the Philippines, Australia, and New Zealand. Reliability and Alliance Interdependence makes a substantial contribution to our understanding of how America's alliances in Asia function as an interdependent system.

In Archive Everything, Gabriella Giannachi traces the evolution of the archive into the apparatus through which we map the everyday. The archive, traditionally a body of documents or a site for the preservation of documents, changed over the centuries to encompass, often concurrently, a broad but interrelated number of practices not traditionally considered as archival. Archives now consist of not only documents and sites but also artworks, installations, museums, social media platforms, and mediated and mixed reality environments. Giannachi tracks the evolution of these diverse archival practices across the centuries. Archives today offer a multiplicity of viewing platforms to replay the past, capture the present, and map our presence. Giannachi uses archaeological practices to explore all the layers of the archive, analyzing Lynn Hershman Leeson's !Women Art Revolution project, a digital archive of feminist artists. Book excerpt: The renewed interest in matters of state succession which accompanied the dissolution of three multinational, socialist states in post-communist Europe inspired the preparation of this book. The book aims to provide both practical lessons of individual countries being directly involved in matters of state succession, and more theoretical contributions to expand the body of conceptual literature in this area. Its contributions address a wide variety of matters, ranging from problems associated with the recognition of states, issues of state succession with respect to international treaties and membership in international organizations, through specific issues such as citizenship, external debts and archives. The diversity of contributions therefore provides a relatively complete survey of matters pertaining to succession of states, especially those relating to the legal, economic and financial aspects. While some authors address universal questions of state succession or the issue of membership in international organizations, most contributions focus on issue-specific problems involving state succession to three Central and Eastern European states and, in particular, the break-up of the SFRY. The contributors are policy-makers, academic lawyers and economists actively involved in succession of states issues, either in their respective countries or in various international fora. The majority of contributions collected in this book are updated and revised versions of articles published in the December 1996 issue of Development and International Cooperation.

Book excerpt: Combining literary, cultural, and political history, and based on extensive archival research, including previously unseen FBI and CIA documents, Archives of Authority argues that cultural politics--specifically America's often covert patronage of the arts--played a highly important role in the transfer of imperial authority from Britain to the United States during a critical period after World War II. Andrew Rubin argues that this transfer reshaped the postwar literary space and he shows how, during this time, new and efficient modes of cultural transmission, replication, and travel--such as radio and rapidly and globally circulated journals--completely transformed the position occupied by the postwar writer and the role of world literature. Rubin demonstrates that the nearly instantaneous translation of texts by George Orwell, Thomas Mann, W. H. Auden, Richard Wright, Mary McCarthy, and Albert Camus, among others, into interrelated journals that were sponsored by organizations such as the CIA's Congress for Cultural Freedom and circulated around the world effectively reshaped writers, critics, and intellectuals into easily recognizable, transnational figures. Their work formed a new canon of world literature that was celebrated in the United States and supposedly represented the best of contemporary thought, while less politically attractive authors were ignored or even demonized. This championing and demonizing of writers occurred in the name of anti-Communism--the new, transatlantic "civilizing mission" through which postwar cultural and literary authority emerged.

A racist regime built upon a foundation of colonialist exploitation, South Africa had become by that point a tinderbox: suffused with day-to-day violence and political extremism on all sides. Yet two decades later it was a stable democracy with a growing economy. How did such a deeply divided, conflicted society manage this remarkable transition? In When Political Transitions Work, Fanie du Toit, who has been a participant and close observer in post-conflict developments throughout Africa for decades, offers a new theory for why South Africa's reconciliation worked and why its lessons remain relevant for other nations emerging from civil conflicts. He uses reconciliation as a framework for political transition and seeks to answer three key questions: how do the reconciliation processes begin; how can political transitions result in inclusive and fair institutional change; and to what extent does reconciliation change the way a society functions? Looking at South Africa, one of reconciliation's most celebrated cases, du Toit shows that the key ingredient to successful reconciliations is acknowledging the centrality of relationships. He further develops his own theoretical approach to reconciliation-as-interdependence-the idea that reconciliation is the result of an integrated process of courageous leadership, fair and inclusive institutions, and social change built toward a mutual goal of prosperity. As du Toit conveys, the motivation for reconciliation is the long-term well-being of one's own community, as well as that of enemy groups.
