Book excerpt: Thailand is exceptional among modern states in Asia in that it has built and retained a national culture around a traditional monarchical institution. Moreover, this culture has also been based on a dominant religious tradition, that of Theravada Buddhism. The process of creating the modern nation-state of Thailand out of the traditional Buddhist kingdom of Siam began in the nineteenth century when the rulers of Siam, confronted with increasing pressure from the colonial powers of Britain and France, were able to preserve their country's independence by instituting revolutionary changes that established the authority of a centralized bureaucracy throughout the country. The new state asserted its authority not only over Siamese who lived in the core area of the old kingdom but also over large numbers of Lao, Yuan or Northern Thai, Khmer, Malays, tribal peoples, and other groups, all of which had previously enjoyed relative autonomy, and over the sizable immigrant Chinese population, which was assuming an increasingly significant role in the economy. Because the rulers of the Siamese state strove to incorporate these diverse peoples into a Thai national community, how this community should be defined and what type of state structure should be linked with it have been dominant questions in modern Thai history. Significant tensions have arisen from the efforts by members of the Thai elite to make the monarchical traditions of the Bangkok dynasty, Buddhism, and the central Thai language basic to Thai national culture. Other tensions have arisen as monarchy, military, bureaucracy, the Buddhist sangha, business interests, and elected political representatives assert or maintain an authoritative position in the state structure. This book examines these tensions with reference to the major changes that have taken place in Thai society, economy, polity, and culture in the twentieth century, especially since World War II.

This ethnography of a small community of Thai Buddhists in the Malaysian state of Kelantan draws on rich, original vignettes to show how issues such as territoriality, identity, and power frame the experiences of borderland residents. Although the Thai represent less than 10 percent of the Kelantan population, they are vocal about their identity as non-Muslim, non-Malay citizens. They have built some of the world's largest Buddhist statues in their tiny villages, in a state that has traditionally been a seat of Islamic governance. At the same time, the Thai grapple with feelings of social and political powerlessness, being neither Thai citizens nor Muslim Malaysians. This thoughtful study offers new perspectives and challenges the classical definition of boundaries and borders as spaces that enforce separation and distance. However, some groups within these states are distinctly more effective and public oriented than the rest. Why? Patchwork Leviathan explains how a few spectacularly effective state organizations manage to thrive amid general institutional weakness and succeed against impressive odds. Drawing on the Hobbesian image of the state as Leviathan, Erin Metz McDonnell argues that many seemingly weak states actually have a wide range of administrative capacities. Such states are in fact patchworks sewn loosely together from scarce resources into the semblance of unity. McDonnell demonstrates that when the human, cognitive, and material resources of bureaucracy are rare, it is critically important how they are distributed. Too often, scarce bureaucratic resources are scattered throughout the state, yielding little effect. McDonnell reveals how a sufficient concentration of resources clustered within particular pockets of a state can be transformative, enabling distinctively effective organizations to emerge from a sea of ineffectiveness. Patchwork Leviathan offers a comprehensive analysis of successful statecraft in institutionally challenging environments, drawing on cases from contemporary Ghana and Nigeria, mid-twentieth-century Kenya and Brazil, and China in the early twentieth century. Book excerpt: A liberalization of economic policies has inspired considerable economic growth and encouraged the development of Burma's natural resources, but, according to David Steinberg, the current military government is akin to previous civilian governments in its commitment to socialism as a vehicle for development. The economic flexibility demonstrated by the government has not been matched by political liberalization, and as a result, economic growth remains a captive of administrative and policy constraints. Steinberg traces the origins and acceptance of socialist thought and planning in Burma and shows how socialist ideology has had to be tempered with pragmatism in order to make economic development possible. Looking to Burma's future, he also points out two central problems facing the country: strained minority relations, which have kept the nation from developing a sense of unity, and difficulties with political succession brought on by the military regime's preoccupation with perpetuating its own leadership.
