Book excerpt: A major transformation of Chinese higher education (HE) has taken place over the past decade – China has reshaped its higher education sector from elite to mass education with the number of graduates having quadrupled to three million a year over six years. China is exceptional among lower income countries in using tertiary education as a development strategy on such a scale, aiming to improve the quality of its graduates, and make HE available to as many of its citizens as possible. This book provides a critical examination the challenges to the development and sustainability of higher education in China: Can its universities move from quantity to quality? How will so many graduates find jobs in line with their expectations? Can Britain and other western countries continue to benefit from China’s education boom? What are the prospects for collaboration in research? This book evaluates the prospects for Chinese and foreign HE providers, regulators and other stakeholders. It introduces the key changes in China’s HE programme since the Opening-Up policy in 1978 and analyses the achievements and the challenges over the subsequent three decades. Furthermore, it sheds light on new reforms that are likely to take place in the future, particularly as a result of the ongoing international financial crisis.

Bosworth); "Response to Change in the United States" (Richard B. Freeman); "Higher Education Policy" (Maurice Peston); and "The Challenge of Market Imperatives" (Robert M. Lindley). Lindley notes that the British higher education system has never come to grips with the role it might play in economic development and examines some areas of need and improvement: the search for more students; the need to get the labor market more involved in the environment of higher education and to get education to respond to market need with qualified persons; the role of higher education in the screening and credentialism process; to encourage industry's role in funding and organizing higher education; and stabilizing the labor market environment. It is concluded that labor market issues have to be handled at a more sophisticated level than the debate about manpower alone. (LC)

Book excerpt: Private Higher Education and the Labor Market in China focuses on Chinese private higher education institutions and investigates their institutional management efforts in linking private higher education to the labor market. The dissertation firstly describes and analyzes how these mostly demand-absorbing institutions include elements aimed at meeting labor market demands in their mission statements, and how they improve student employability and bridge graduates and employers through job-oriented fields of study provision, educational delivery, career services, as well as networking and partnerships. It then examines graduate surveys on initial employment outcomes about employment status, starting salary, job and education match, and job satisfaction, while exploring the associations of these outcomes with managed institutional efforts. Finally, it builds a conceptual model with two dimensions that illustrates institutional variations in management efforts and initial graduate employment outcomes. This dissertation concludes that many of the demand-absorbing Chinese private higher education institutions have managed serious efforts in linking private higher education to the labor market and some of them are even semi-elite in their job-oriented institutional efforts and initial employment outcomes.

Book excerpt: This book investigates the changing opportunities in higher education for different social groups during China’s transition from the socialist regime to a market economy. The first part of the book provides a historical and comparative analysis of the development of the idea of meritocracy, since its early origins in China, and in more recent western thought. The second part then explores higher education reforms in China, the part played by supposedly meritocratic forms of selection, and the implications of these for social mobility. Based on original empirical data, Ye Liu sheds light on the socio-economic, gender and geographical inequalities behind the meritocratic façade of the Gaokao (高考). Liu argues that the Chinese philosophical belief in education-based meritocracy had a modern makeover in the Gaokao, and that this ideology induces working-class and rural students to believe in upward social mobility through higher education. When the Gaokao broke the promise of status improvement for rural students, they turned to the Chinese Communist Party and sought political connections by actively applying for its membership. This book reveals a bleak picture of visible and invisible inequality in terms of access to and participation in higher education in contemporary China. Written in an accessible style, it offers a valuable resource for researchers and non-specialist readers alike.

With South East and South Asia also growing rapidly, with over half the world's population and three of the world's five largest economies, Asia is soon poised to home half of the world's middle class - a class that is both the driver and the product of higher education. The quality of a country's system of higher education may be seen both as a gauge of its current level of national development as well as of its future economic prospects. It is therefore natural that the putative "Asian Century" should generate interest in the region's higher education systems which, on the one hand, share common characteristics-a fixation with credentials and engineering, high technology (especially among male students), and business degrees-while at the same time are also highly differentiated, not only across countries but also within. As such, a better understanding of higher education achievements, failings, potential, and structural limitations in the Asia-Pacific Region is imperative. It aims to identify the research areas that require more attention prior to the anniversary 2020 EHEA Ministerial Conference, with an emphasis on the new issues on rise in the academic and educational community. Since the mid-1980s when China opened the door to let private citizens out and Japan began to let more foreigners in, over 300 thousand Chinese have arrived in Japan as students. Student migrants are the most visible, controversial and active Chinese immigrants in Japan. The majority of them enter Japan’s labour market and many have stayed on indefinitely. Based on the author’s original fieldwork data and government statistics, this book gives a comprehensive portrayal of an often neglected group of international migrants in a society that for decades has been considered a non-immigrant country. It introduces Chinese students’ diverse mobility trajectories, analyses their career patterns, describes their transnational living arrangements, and explores the mechanisms that give rise to their identity as 'new overseas Chinese'. This book contributes to our understanding of international migration and international education in an age of globalization. It points out that student migrants are key to the internationalization of Japanese society, and potentially in other countries where immigration is still considered a challenging reality.
