Howe's American Signals Intelligence in Northwest Africa and Western Europe is important professional reading for those interested in cryptologic history or in World War II. Dr. Howe's book deals primarily with organizational matters for providing SIGINT support in combat. Thus, the reader will not find stories of high-level cryptanalysis underlying big decisions by famous leaders. In my estimation, by concentrating on the less flashy aspects of wartime support in favor of the background work, Dr. Howe has again added a dimension of great worth to our knowledge of SIGINT and of the war. The study of World War II SIGINT has concentrated, by and large, on ULTRA, the exploitation of high-grade cryptographic systems used by Germany and Japan, and the use of ULTRA material by senior wartime decision makers. This effort unquestionably is important for understanding the decisions and events of that terrible era, but the overwhelming focus on this aspect has resulted in a slightly skewed understanding. The production of ULTRA and its effective use depended on a strong and well-organized structure working in conjunction with now-legendary cryptanalysts. Since the distribution of ULTRA was limited to a small number of officers and civilian leaders, the bulk of SIGINT support to the warfighter cam from tactical SIGINT units working at or near the front lines. This is an important subject for understanding what happened in World War II and for studying the principles of SIGINT organization today. The Sicilian Campaign was as complex as the negotiations, and is equally instructive. On the Allied side it included American, British, and Canadian soldiers as well as some Tabors of Goums; major segments of the U.S. Army Air Forces and of the Royal Air Force; and substantial contingents of the U.S. Navy and the Royal Navy. Opposing the Allies were ground troops and air forces of Italy and Germany, and the Italian Navy. The fighting included a wide variety of operations: the largest amphibious assault of World War II; parachute jumps and air landings; extended overland marches; tank battles; precise and remarkably successful naval gunfire support of troops on shore; agonizing struggles for ridge tops; and extensive and skillful artillery support. Sicily was a testing ground for the U.S. soldier, fighting beside the more experienced troops of the British Eighth Army, and there the American soldier showed what he could do. The negotiations involved in Italy's surrender were rivaled in complexity and delicacy only by those leading up to the Korean armistice. The relationship of tactical to diplomatic activity is one of the most instructive and interesting features of this volume. Military men were required to double as diplomats and to play both roles with skill.

While commanded by US Lieutenant General Mark Clark, from the outset one of its two Corps was the X (British) Corps; the other V1 (US) Corps. The multi-national composition of Fifth Army is demonstrated by the French Expeditionary Corps, the Brazilian Expeditionary Force, the South African Armoured Division, the Italian Co-Belligerent forces, formations from the New Zealand Corps and the 4th Indian Division. Clark’s Fifth Army was itself part of the Fifteenth Army Group, commanded by Field Marshal Alexander. Alexander’s light and diplomatic touch oiled the wheels of this uneasy arrangement but inevitably there were tensions and disagreements that threatened success. The low priority accorded to Italy as compared with OVERLORD and NW Europe did not help matters. Seen as a backwater, crack units were taken away and insufficient resources allocated to the Italian Campaign. This combined with the tenacity of the Germans, the difficult terrain and the harsh climate caused real problems. Allied morale was at times particularly brittle and desertion rates worryingly high. This superbly researched book objectively examines the performance of Fifth Army against this complex and troublesome backdrop. The author’s findings make for authoritative and fascinating reading and give food for thought about multinational cooperation in more recent conflicts.
