Book excerpt: Almost fifty years ago the Coleman Report, widely regarded as the most important educational study of the twentieth century, found that the most powerful predictor of academic achievement is the socioeconomic status of a child's family. The second most important predictor is the socioeconomic status of the classmates in his or her school. Until very recently, the importance of this second finding has been consciously ignored by policymakers, and the national education debate has centered on trying to "fix" high-poverty schools by pouring greater resources into them, paying educators more to teach in them, or turning them into charter schools. At the local level, however, eighty school districts educating four million students now consciously seek to integrate schools by socioeconomic status. The Future of School Integration looks at how socioeconomic school integration has been pursued as a strategy to reduce the proportion of high-poverty schools and therefore to improve the performance of students overall. It examines whether students learn more in socioeconomically integrated schools--and pre-K programs--than in high-poverty institutions and explores the costs and benefits of integration programs. The book also investigates whether such integration is logistically and politically feasible, looking at the promises and pitfalls of both intradistrict and interdistrict integration programs. Finally, it examines the relevance of socioeconomic integration strategies being pursued by states and localities to the ongoing policy debates in Washington over efforts to turn around the nation's lowest-performing schools and to improve the quality of charter schools. But our widely segregated schools mean that many children of color do not have access to educational opportunities equal to those of their white peers. In Integrations, historian Zoë Burkholder and philosopher Lawrence Blum investigate what this country’s long history of school segregation means for achieving just and equitable educational opportunities in the United States. Integrations focuses on multiple marginalized groups in American schooling: African Americans, Native Americans, Latinxs, and Asian Americans. The authors show that in order to grapple with integration in a meaningful way, we must think of integration in the plural, both in its multiple histories and in the many possible definitions of and courses of action for integration. Book excerpt: Muslim Arab Sudanese in Cairo have played a fundamental role in Egyptian history and society during many centuries of close relations between Egypt and Sudan. Although the government and official press describes them as "brothers" in a united Nile Valley, recent political developments in Egypt have underscored the precarious legal status of Sudanese in Cairo. Neither citizens nor foreigners, they are in an uncertain position, created in part through an unusual ethnic discourse which does not draw principally on obvious characteristics of difference. This rich ethnographic study shows instead that Sudanese ethnic identity is created from deeply held social values, especially those concerning gender and propriety, shared by Sudanese and Egyptian communities. The resulting ethnic identity is ambiguous and flexible, allowing Sudanese to voice their frustrations and make claims for their own uniqueness while acknowledging the identity that they share with the dominant Egyptian community.

With this growth has also come a contentious debate about the effects of the schools on their own students and on students in nearby traditional public schools (TPSs). In recent years, research has begun to inform this debate, but many of the key outcomes have not been adequately examined, or have been examined in only a few states. Do the conflicting conclusions of different studies reflect real differences in effects driven by variation in charter laws and policies; or do they reflect differences in research approaches -- some of which may be biased? This book examines four primary research questions: (1) What are the characteristics of students transferring to charter schools? (2) What effect do charter schools have on test-score gains for students who transfer between TPSs and charter schools? (3) What is the effect of attending a charter high school on the probability of graduating and of entering college? Book excerpt: The first major battle over school choice came out of struggles over equalizing and integrating schools in the civil rights era, when it became apparent that choice could be either a serious barrier or a significant tool for reaching these goals. The second large and continuing movement for choice was part of the very different anti-government, individualistic, market-based movement of a more conservative period in which many of the lessons of that earlier period were forgotten, though choice was once again presented as the answer to racial inequality. This book brings civil rights back into the center of the debate and tries to move from doctrine to empirical research in exploring the many forms of choice and their very different consequences for equity in U.S. schools. Leading researchers conclude that although helping minority children remains a central justification for choice proponents, ignoring the essential civil rights dimensions of choice plans risks compounding rather than remedying racial inequality.

Chapters 3-9 describe sample programs, including the following: (1) one that links five colleges (Bournville, Gateshead, Langley, Wrexham, and Chippenham Colleges); (2) two that pair adults with learning difficulties with volunteer "regular" adult continuing education students with similar interests; (3) the Studylink Project in Liverpool, which mainstreams adults with profound learning difficulties into "regular" vocational classes, providing one-to-one support where needed; (4) a program in Lowestoft made possible by collaboration between the social services department and a college; (5) the summer school for adult learners at Lancaster University; and (6) a program in Sheffield that provides transportation (or the cost of it) to students with learning difficulties. Chapter 10 recommends action practitioners can take to promote integration and includes a student questionnaire for evaluating an integration program. Chapter 11 consists of a checklist to help practitioners reflect on the quality of integration. available in their areas.
