In addition to the number of patients infected with the SARS virus, the disease had profound economic and political repercussions in many of the affected regions. Recent reports of isolated new SARS cases and a fear that the disease could reemerge and spread have put public health officials on high alert for any indications of possible new outbreaks. This report examines the response to SARS by public health systems in individual countries, the biology of the SARS coronavirus and related coronaviruses in animals, the economic and political fallout of the SARS epidemic, quarantine law and other public health measures that apply to combating infectious diseases, and the role of international organizations and scientific cooperation in halting the spread of SARS. The report provides an illuminating survey of findings from the epidemic, along with an assessment of what might be needed in order to contain any future outbreaks of SARS or other emerging infections.

The first part deals with some theoretical aspects of international integration, the second and the third part attend to implications of concrete forms of international integration inside and outside Europe. Part I starts with a neoclassical analysis of the impacts of factor-market integration by Franz Peter Lang. He investigates the effects on production level, production structure, demand level and structure of external trade of a "small integration area". Lang shows that the specific welfare effects of factor-market integration can only be realized if and only if external trade (between the integration area and the rest of the world) is increased too.

Increased trade integration helped to drive economic growth in advanced and developing economies in the latter part of the 20th century. Since the early 2000’s, however, a slowdown in the pace of trade reform, a post-crisis uptick in protectionism, and risk of further reversals have been a drag on trade, productivity, and income growth. At the same time, trade is leaving too many individuals and communities behind, notably also in advanced economies. To be sure, job losses in certain sectors or regions in advanced economies have resulted to a large extent from technological changes rather than from trade. But adjustment to trade can bring a human and economic downside that is frequently concentrated, sometimes harsh, and has too often become prolonged. It need not be that way. With the right policies, countries can benefit from the great opportunities that trade brings and lift up those who have been left behind. Those polices ease adjustment to trade, as well as strengthen overall economic flexibility and performance.

Focusing on the nations of East and Southeast Asia and Latin American, Haggard explores the cause of economic liberalization policies in the developing nations. He argues that various international constraints, such as economic shocks and political pressures from the economically advanced nations, pushed developing countries to open up to internatioal competition and to pursue economic relations with advanced industrial states. Haggard addresses such central questions as: Will developing countries benefit from the deep integration agenda? Will they instead join closed regional blocs that fragment the international economy? Book excerpt: European integration has come a long way since the fIrst steps in the aftermath of the Second World War. At that time, the neutral European countries chose to stay outside the European Economic Community. Those countries that wanted less ambitious cooperation formed the European Free Trade Association. Increasing trade dependence between the two groupings was institutionalised when they signed free-trade agreements with each other, creating thus a wider European free-trade area in manufactures. The strong push towards deepening integration among EC countries, manifested in the Single European Act in 1985, and the dismantling of non-tariff barriers to trade and factor flows in the EC by 1993, made it necessary for EFTA countries to secure access on equal conditions to their most important export market and thus prevent trade diversion. The ensuing agreement on the European Economic Area responded to these demands, but did not resolve the apparent asymmetry in EEA decision-making. This emanated from the supremacy ofEC legislation over EEA rules, thus making EFTA countries passively adjust to EC norms. Consequently, Finland applied for membership in the EC in March 1992, with effect from 1995. The latest phase in the integration process, the Treaty on European Union, has an aim to further deepening, e. g. the formation of the economic and monetary union by 1999.
