Jones, Professor of City and Regional Planning and Regional Science at Cornell University. Over a decade ago, Barclay took on a fledgling area of study - economic modeling of disasters - and nurtured its early development. He served as the social science program director at the National Center for Earthquake Engineering Research (NCEER), a university consortium sponsored by the National Science Foundation and the Federal Emergency Management Agency of the United States. In this capacity, Barclay shepherded and attracted a number of regional scientists to the study of disasters. He organized a conference, held in the ill-fated World Trade Center in September 1995, on "The Economic Consequences of Earthquakes: Preparing for the Unexpected. " He persistently advocated the importance of social science research in an establishment dominated by less-than-sympathetic natural scientists and engineers. In 1993, Barclay organized the first of a series of sessions on "Measuring Regional Economic Effects of Unscheduled Events" at the North American Meetings of the Regional Science Association International (RSAI). This unusual nomenclature brought attention to the challenge that disasters -largely unanticipated, often sudden, and always disorderly - pose to the regional science modeling tradition. The sessions provided an annual forum for a growing coalition of researchers, where previously the literature had been fragmentary, scattered, and episodic. Since Barclay's unexpected passing in 1997, we have continued this effort in his tradition.

The authors focus on the interface between these two subdisciplines that have historically had an uneasy relationship. Although economists were among the early contributors to the literature on urban planning, many economists have been dismissive of a discipline whose leading scholars frequently favor regulations over market institutions, equity over efficiency, and normative prescriptions over positive analysis. Planners, meanwhile, even as they draw upon economic principles, often view the work of economists as abstract, not sensitive to institutional contexts, and communicated in a formal language spoken by few with decision making authority. Not surprisingly, papers in the leading economic journals rarely cite clearly pertinent papers in planning journals, and vice versa. Despite the historical divergence in perspectives and methods, urban economics and urban planning share an intense interest in many topic areas: the nature of cities, the prosperity of urban economies, the efficient provision of urban services, efficient systems of transportation, and the proper allocation of land between urban and environmental uses. In bridging this gap, the book highlights the best scholarship in planning and economics that address the most pressing urban problems of our day and stimulates further dialog between scholars in urban planning and urban economics.

Book excerpt: Efficient and equitable policies for managing disaster risks and adapting to global environmental change are critically dependent on development of robust options supported by integrated modeling. The book is based on research and state-of-the art models developed at IIASA (International Institute for Applied Systems Analysis) and within its cooperation network. It addresses the methodological complexities of assessing disaster risks, which call for stochastic simulation, optimization methods and economic modeling. Furthermore, it describes policy frameworks for integrated disaster risk management, including stakeholder participation facilitated by user-interactive decision-support tools. Applications and results are presented for a number of case studies at different problem scales and in different socio-economic contexts, and their implications for loss sharing policies and economic development are discussed. Among others, the book presents studies for insurance policies for earthquakes in the Tuscany region in Italy and flood risk in the Tisza river basin in Hungary. Further, it investigates the economic impact of natural disasters on development and possible financial coping strategies; and applications are shown for selected South Asian countries. The book is addressed both to researchers and to organizations involved with catastrophe risk management and risk mitigation policies.

Book excerpt: The Western Riverside County Multiple Species Habitat Conservation Plan (MSHCP) is an ambitious effort to balance development and environmental concerns in an area of rapid urban growth. In return for setting up a 500,000-acre conservation reserve, the U.S. Fish and Wildlife Service and the California Department of Fish and Game granted the county and cities in western Riverside County a 75-year "take" permit for endangered species. The take permit allows the cities and county to approve development projects outside the reserve that could negatively affect 146 sensitive plant and animal species. The plan is supposed to speed the frequently time-consuming and litigious process of permitting new highway and development projects while establishing an integrated conservation reserve rather than the patchwork of uncoordinated reserves that was so often the case in the past. The Western Riverside County Regional Conservation Authority (RCA) acquires land for and manages the reserve. This monograph examines the value of the land needed for the reserve, the financial consequences of acquiring the land over different periods of time, and the projected costs of operating the reserve. It compares projected costs and revenues and identifies potential funding sources to fill any resulting funding gap. It also examines the prospect for achieving the MSHCP's habitat-conservation goals and whether the MSHCP has, in fact, streamlined the permitting processes. Finally, it identifies issues that the RCA Board of Directors, RCA staff, and stakeholders should address to ensure the plan's success and the ongoing economic and ecological health of the county
