Recognizing this potential, DHS is seeking to develop a screening capability that would enable bulk, automated analysis of social media information and that could be integrated into data systems that support vetting functions. DHS asked the Homeland Security Operational Analysis Center to assist with understanding requirements for implementing, managing, and investing in a centralized social media vetting capability. Building on knowledge gained from previous and ongoing DHS efforts, the authors identify functional requirements and a framework for operational metrics for the proposed social media screening capabilities. They also provide recommendations on how to implement those capabilities, including recommending feasible approaches to cope with the challenge of correctly matching an online identity to an individual.
