Direct benefits can include cost savings, increased operational flexibility, and improved public image. But despite the benefits, implementation can be difficult, as Department of Defense (DoD) installations have discovered while trying such integrated approaches. Commercial facilities similar to DoD installations offer insights about how to implement integrated approaches successfully. Demonstrated success factors include getting and sustaining high-level leadership support for change until change is complete, which will take time; implementing an effective environmental management system, often based on an international environmental management standard, ISO 14001, throughout the organization; establishing proactive environmental goals and activities with clear relationships to the organization's core values and mission; training and motivating personnel; using creative environmental assessment and priority setting techniques; developing good relationships with all stakeholders. The commercial lessons offered here can help DoD and other organizations implement integrated facility wide approaches to environmental anagement.

Book excerpt: Decentralization in Environmental Governance is a critical reflection on the dangers and risks of governance renewal; warning against one-sided criticism on traditional command and control approaches to planning. The book formulates the arguments that support when and how governance renewable might be pursued, but this attempt is not just meant for practitioners and scholars interested in governance renewal. It is also useful for those interested in the challenge of navigating a plural landscape of diverse planning approaches, which are each rooted in contrasting theoretical and philosophical positions. The book develops a strategy for making argued choices between alternative planning approaches, despite their theoretical and philosophical positions. It does so by revitalizing the idea that we can contingently relate alternative planning approaches to the circumstances encountered. It is an idea traced to contingency studies of the mid and late 20th century, reinterpreted here within a planning landscape dominated by notions of uncertainty, complexity and socially constructed knowledge. This approach, called ‘Post-contingency’, is both a theoretical investigation of arguments for navigating the theoretical plurality we face and an empirical study into renewing environmental governance. Next to its theoretical ambitions, Decentralization in Environmental Governance is practical in offering a constructive critique on current processes of governance renewal in European environmental governance.

Book excerpt: Recent experiences in Iraq, Afghanistan, and the Balkans have highlighted the importance of environmental considerations. These range from protecting soldier health and disposing of hazardous waste to building water supply systems and other activities that help achieve national goals in the post-conflict phase of contingency operations. The Army has become increasingly involved with environmental issues in every contingency operation and must be better prepared to deal with them. This study assesses whether existing policy, doctrine, and guidance adequately address environmental activities in post-conflict military operations and reconstruction. Findings are based on reviews of top-level policy and doctrine, analysis of operational experience, extensive interviews with diverse Army personnel, and a review of operational documentation and literature. From these sources, a database of 111 case studies was created. The research showed that environmental concerns can have far-reaching and significant impacts on the Army, both direct and indirect, especially in terms of cost, current operations, soldier health, diplomatic relations, reconstruction activities, and the ultimate success of the operation or the broader mission. Some evidence suggests that environmental problems may have even contributed to insurgency in Iraq. Recommendations include updating current policy and doctrine to fully address environmental considerations in contingency operations; ensuring that contractors are carefully selected and managed; and transmitting proactive field environmental practices and lessons throughout the Army.

Book excerpt: Central logistics activities in the Department of Defense (DoD) face environmental performance challenges very similar to those faced by industrial activities in the private sector. The regulatory environment is becoming more demanding as regulations grow in complexity, and in addition, persistent demands to reduce the size of the DoD "infrastructure" (however that is defined) have focused attention on any costs associated with that infrastructure, including the costs of meeting environmental goals. Like many of its innovative commercial counterparts, the DoD has sought to take a proactive approach to environmental concerns. Rather than simply reacting to regulators' demands at the "end of the pipe," DoD policymakers have sought policies that are more positive and constructive. These policies try to motivate personnel to adjust environmentally relevant processes in ways that enhance the DoD's ability to pursue its core military mission while maintaining its standing as an environmentally responsible public agency that sets a good example for others in government and the private sector. But like many of their commercial counterparts, high-level decisionmak- ers in the DoD have found it difficult to implement proactive policies in ways that affect decisions made throughout the organization. The Office of the Deputy Undersecretary of Defense for Environmental Security asked RAND to study how commercial firms recognized as having the best environmental management practices in the country have implemented those practices. Lessons from these firms should help the DoD improve its own implementation of a proactive approach to environmental management. This report addresses commercial implementation of environmental management practices that are relevant to the DoD's central logistics activities.

The authors then propose an approach based on total quality management to define and monitor the details of this implementation effort.

Book excerpt: From 1990 to 1995, as the total defense budget fell from $315 to 291 billion a year, DoD environmental spending rose to $5.2 billion a year. At the same time, increasingly tight environmental regulations constrained training and vessel mobility in DoD, potentially limiting military readiness. These trends brought environmental management into high focus. Was DoD making appropriate trade-offs among (1) its military mission, (2) its environmental obligations, and (3) constraints on its budget and other resources? Were there opportunities- to increase military performance without compromising environmental obligations or resource constraints? During the 1980s and early 1990s, many U.S. firms found themselves in a similar situation. Even as their environmental obligations were rising in the face of increasingly demanding regulations and threats of liability, increasingly effective global competition squeezed their profit margins, forcing these firms to think about environmental management in a different way. The Office of the Deputy Under Secretary of Defense for Environmental Security asked RAND to study the environmental management practices of commercial firms recognized as having the best practices of this kind. Such practices should provide lessons that DoD could use to improve its own environmental management practices-. This report summarizes the findings of the study that resulted from this request.
