ICZM incorporates modern principles of planning and resources management, intensive information bases an interdisciplinary processes. A major objective is to facilitate the interactions of different coastal economic sectors (e.g., shipping, agriculturte, fisheries) toward potimal socio-econopmic outcomes, including resolution of conflicts between sectors. ICZM may be initiated in response to a planning mandate but more often because of a crisis - a use conflict, a severe decline in a resource, or a devasting experience with natural hazards.

The relation between wave climate, beach erosion, beach defence means, habitat changes and beach value, which clearly exists based on EC research results, suggests the necessity of an integrated approach when designing coastal protection schemes. In accordance with this need, the present design guidelines cover structure stability and construction problems, hydro and morphodynamic effects, environmental effects (colonisation of the structure and water quality), societal and economic impacts (recreational benefits, swimming safety, beach quality). Environmental Design Guidelines for Low Crested Coastal Structures is specifically dedicated to Low Crested Structures, and provides methodological tools both for the engineering design of structures and for the prediction of performance and environmental impacts of such structures. Ecological indicators combine numerous environmental factors in a single value, which may be useful in terms of management and in the development of ecological concepts, compliant with the general public's understanding. Nevertheless, their application is not exempt of criticisms, the first of which is that aggregation results in an oversimplification of the ecosystem under observation. Ecological indicators must therefore be handled following the right criteria and in situations that are consistent with its intended use and scope; otherwise they may drive to confusing interpretations of data.
