But that developmental path has rarely been straight, and it has never been smooth. Only the extraordinary efforts of exceptional leadership - in the Air Forces and the wider Department of Defense, in science and in industry - have made the triumphs of military airpower possible. Development Planning provides recommendations to improve development planning for near-term acquisition projects, concepts not quite ready for acquisition, corporate strategic plans, and training of acquisition personnel. This report reviews past uses of development planning by the Air Force, and offers an organizational construct that will help the Air Force across its core functions. Developmental planning, used properly by experienced practitioners, can provide the Air Force leadership with a tool to answer the critical question, Over the next 20 years in 5-year increments, what capability gaps will the Air Force have that must be filled? Development planning will also provide for development of the workforce skills needed to think strategically and to defectively define and close the capability gap. This report describes what development planning could be and should be for the Air Force.

Sustainable Development Goal 11 envisages inclusive, safe, resilient and sustainable cities around the world by the year 2030. This globally agreed vision is part of a trend in international policy toward good urban governance, and now awaits implementation. Fourteen original contributions collectively examine how this global vision has been developed on a conceptual level, how it plays out in various areas of (global) urban governance and how it is implemented in varying local contexts. The overarching hypothesis presented herein is that SDG 11 proves that local governance is recognised as an autonomous yet interrelated part of the global pursuit of sustainable development. The volume analyses three core questions: How have the normative ideals set forth in SDG 11 been developed? What are the meanings of the four sub-goals of SDG 11 and how do these relate to each other? What does SDG 11 imply for urban law and governance in the domestic context and how are local processes of urban governance internationalised? The Globalisation of Urban Governance makes an important scholarly contribution by linking the narrative on globalisation of good urban governance in various social sciences with legal discourse. UN projections indicate that by 2030 the world's urban population share will rise to 60 percent. Of the two billion added to the global population, 99 percent will be added to the urban areas of the world. Of this number, 95 percent will be in countries of the developing world. As most people will live in urban areas we had better work to build and organize them as both attractive and less resource consuming places. That is, to promote sustainable urban development is to promote the creation of dense human settlements that are livable and have reduced their impacts on larger scale ecosystems. While much attention has been focused on the "mega-cities," those with a population of over 10 million, the amount of people living in these places will remain almost constant while the smaller and medium size cities will be the great absorbers of the world's urban population. Indeed, it is predicted that while the absolute number of people that will live in urban centers of 10 million or more will increase from approximately 263 to 375 million between 2000 and 20 IS, their share of the total urban population will only increase from 9. 2 percent to 9. 8 percent, a 6. 34 percent increase.

The need for improved standards of living and access to better infrastructure which are seen as crucial issues in addressing poverty have necessitated the introduction of Integrated Development Planning (IDP). The IDP looks at the economic and social development of the area as a whole. It aims to coordinate the work of the local government in a coherent plan to improve the quality of life for all the people living in the community. In view of that, there is a need for proper planning and implementation of projects, as well as monitoring and assessment of success on the part of local government in order to help to eliminate poverty. In this book I investigated the implementation of IDP as a mechanism to alleviate poverty in Port Elizabeth in the Nelson Mandela Bay Metropolitan Municipality (NMBMM). As the implementation of IDP in NMBMM appears to have formidable challenges and the extensive nature of the geographical area of Port Elizabeth, the research study focused exclusively on Motherwell and KwaZakhele.
