Book excerpt: The current air traffic environment in airport terminal areas experiences substantial delays when weather conditions deteriorate to Instrument Meteorological Conditions (IMC). Research activity at NASA has culminated in the development, flight test and demonstration of a prototype Low Visibility Landing and Surface Operations (LVLASO) system. A NASA led industry team and the FAA developed the system which integrated airport surface surveillance systems, aeronautical data links, DGPS navigation, automation systems, and controller and flight deck displays. The LVLASO system was demonstrated at the Hartsfield-Atlanta International Airport using a Boeing 757-200 aircraft during August, 1997. This report documents the contractors role in this testing particularly in the area of data link and DGPS navigation. Koczo, S. Book excerpt: A flight demonstration was conducted to address airport surface movement area capacity and safety issues by providing pilots with enhanced situational awareness information. The demonstration presented an integration of several technologies to government and industry representatives. These technologies consisted of an electronic moving map display in the cockpit, a Differential Global Positioning system (DGPS) receiver, a high speed very high frequency (VH) data link, an Airport Surface Detection Equipment (ASDE-3) radar, and the Airport Movement Area Safety System (AMASS). Aircraft identification was presented to an air traffic controller on an AMASS display. The onboard electronic map included the display of taxi routes, hold instructions, and clearances, which were sent to the aircraft via data link by the controller. The map also displayed the positions of other traffic and warning information, which were sent to the aircraft automatically from the ASDE-3/AMASS system. This paper describes the flight demonstration in detail, along with test results.

It has been noted that different methodologies are currently used to benchmark taxi times by the performance analysis groups in the U.S. and Europe, namely the Federal Aviation Authority (FAA) and EUROCONTROL. The consistent methodology to measure taxi efficiency is needed for the facilitation of global benchmarking. Therefore, after an in-depth factual comparison conducted for two varying methodologies, new methods to measure unimpeded taxi times are explored through various tools, including simulation software and projection of historical surveillance data. Moreover, a sophisticated statistical model is proposed as a state-of-the-art method to measure taxi efficiency while quantifying the impact of various factors to taxi inefficiency and supporting decision-makers with reliable measurements to improve the operational performance.

To support this experiment, the B-757 performed flight and taxi operations at the Atlanta Hartsfield International Airport in Atlanta, GA. The test aircraft was equipped with experimental displays that were designed to provide flight crews with sufficient information to enable safe, expedient surface operations in any weather condition down to a runway visual range of 300 feet. In addition to flight deck displays and supporting equipment onboard the B-757, there was also a ground-based component of the system that provided for ground controller inputs and surveillance of airport surface movements. Book excerpt: This report summarizes the software products and system architectures developed by Lockheed Martin in support of the Low Visibility Landing and Surface Operations (LVLASO) program at NASA Langley Research Center. It presents an overview of the technical aspects, capabilities, and system integration issues associated with an integrated display system (IDS) that collects, processes and presents information to an aircraft flight crew during all phases of landing, roll-out, turn-off, inbound taxi, outbound taxi and takeoff. Communications hardware, drivers, and software provide continuous real-time data at varying rates and from many different sources to the display programs for presentation on a head-down display (HDD) and/or a head-up display (HUD). An electronic moving map of the airport surface is implemented on the HDD which includes the taxi route assigned by air traffic control, a text messaging system, and surface traffic and runway status information. Typical HUD symbology for navigation and control of the aircraft is augmented to provide aircraft deceleration guidance after touchdown to a pilot selected exit and taxi guidance along the route assigned by ATC. HUD displays include scene-linked symbolic runways, runway exits and taxiways that are conformal with the actual locations on the airport surface. Book excerpt: The goal of this thesis is to develop a control strategy for airport operations that integrates the management of arrivals and departures. The strategy is based on four central ideas: (1) the objective of reducing aircraft flight times, taxi times and fuel burn, (2) the emphasis on developing models using data from actual aircraft operations, (3) the need to be compatible with current air traffic control procedures, and (4) the requirement to not adversely affect airport performance. The scope of this work covers the airport surface and arrival airspace, which are two of the most congested regions of the air transportation network. A new approach is proposed for modeling airport surface operations. Drawing an analogy from the field of network congestion control, the airport surface is assumed to be a network consisting of major taxiways and their intersections. Posing the problem in this framework relaxes the requirement of precisely predicting the taxi time of each aircraft, instead emphasizing the accurate representation of the underlying stochastic processes. At the same time, it allows one to address the issues of network stability and performance through analytical approaches. Based on this model for surface operations, a control algorithm is developed for regulating the time of entry of aircraft into the network. Simulations show that this strategy can significantly reduce surface congestion and aircraft fuel burn without hampering airport performance. The arrival airspace control algorithm presented in this thesis proposes a hybrid centralized / distributed algorithm for conflict detection and resolution. It combines distributed control in low-density airspace with centralized control in high-density terminal areas. This approach has the advantage of reducing ground infrastructure cost due to decentralization, while still operating at an efficiency level close to that of a fully centralized control strategy. The arrival and departure control algorithms are then combined to formulate an integrated strategy for managing airport operations, significantly improving the separate gains that can be obtained from each component.

Book excerpt: The purpose of this document is to provide human factors considerations in the integration of traffic information and indications and alerts for runway status on an airport surface moving map. The US DOT Volpe Center, in support of the Federal Aviation Administration (FAA) Office of Aircraft Certification, gathered information in two ways. First, we conducted observations during demonstrations of ADS-B surface conflict detection algorithms sponsored by the FAA Surveillance & Broadcast Services Office. Second, we visited Embry-Riddle Aeronautical University (ERAU) in Daytona Beach, Florida, to understand the impact of a surface moving map with ADS-B in the general aviation operating environment. The results of this effort provide a preliminary glimpse into potential human factors concerns with the use of a surface moving map, traffic function, and the presentation of surface indications and alerts. The findings are organized into seven categories: use of color, indications/alerts, symbols, information prioritization, airport database, air-ground integration, and other. For each category, a description of the human factors concern, examples, and recommendations for addressing the concern are provided. The information is intended to support the development of minimum operational performance standards for surface conflict detection and alerting. Additional research will be needed to empirically determine appropriate design solutions.
