Une des particularités des contributions présentées ici est d'analyser diverses formes de mobilité spatiale, tant régionales qu'à travers des exemples classiques de migration européenne, non seulement en fonction de leurs effets économiques sur l'individu et la collectivité d'origine mais aussi des implications locales et régionales qu'elles génèrent. L'objectif de cet ouvrage est ainsi d'attirer l'attention sur le fait que ces mouvements présentent un potentiel inhérent de changement et de développement. Les textes ont été rédigés à partir des communications présentées à un atelier de travail interdisciplinaire financé par la Fondation allemande pour la Recherche (DFG), à Bamako en février 2011. Des études empiriques sur l'espace Sahara-Sahel y ont été mises en lumière dans une perspective "vue de loin", qui compare les conditions politiques et administratives des mobilités en Afrique de l'Ouest et en Amérique latine. Book excerpt: The linguistic integration of migrants affects every aspect of settling in a new country (employment, health, etc.). The aim of this collection of texts is to propose a number of specific measures member states can take to help adult migrants become acquainted with the language of the host country. The main focus is on organising language courses that meet migrants’ real communication needs. It is not enough for authorities simply to consider the technical aspects of such courses, they should also design and conduct them in accordance with the fundamental values of the Council of Europe. A number of issues concerning the linguistic integration of adult migrants are presented here, beginning with the notion of linguistic integration itself. Family reunion, the nature of citizenship and the function of language tests, among others, are dealt with from the point of view of language and language use. Readers are invited to reflect on the type of language competences that need to be acquired as well as an appropriate use of the Common European Framework of Reference for Languages. The collection also sets out approaches and instruments designed to assist in implementing effective policies.

It explores their empowerment processes, the type of gender inequalities they faced, and their destinies as they aged; whether they resided in the destination country throughout their lives or returned to their home country. The book shows that many immigrant women were able to secure their wellbeing autonomously as they aged, after they retired, and/or when they became widows. The authors offer new research material on immigrant women’s aging experiences, their innovative conclusions contrasting with the historiography that has often argued that aging immigrant women were dependent upon their husbands and later their children (especially their daughters) for survival. They consider inter- and intra-continental female migration and compare immigrant women’s aging experiences, analyzing diverse groups who migrated within the Americas or from other continents (Europe and Africa in particular) to the Americas. Each chapter analyzes the issue using different sources, methods, and approaches to measure the correlation between these women’s geographical, cultural, ethnic, and social backgrounds and their life experiences as women, wives, mothers, and aging widows. The authors show that many of the immigrant women assumed power, responsibilities, autonomy, and perhaps independence within the household, and therefore could make decisions for themselves and their families. This book will be of interest to researchers, scholars, and graduate students of migration studies, gender studies, women’s studies, care studies, history, sociology, and social anthropology.

Book excerpt: "The two world wars were undoubtedly two of the most catastrophic events in human history, not just for those who actually fought in them, but for untold millions of civilians. And even though the wars' superlativeness is unquestioned, our understanding of exactly how bad the civilian costs were is limited. Although the numbers are better for the two wars than for most earlier wars, gaps and uncertainties remain. States went to great lengths to record military casualties, but civilian fatalities often went uncounted, and figures were often deliberately obscured. In this book, renowned economic historian Cormac O Grada aims to set the record straight, establishing a figure for civilian fatalities that reveals much about the nature of modern war. The book builds on earlier estimates of casualties from a range of causes, some reliable, some approximate at best, and warns against spurious precision when approximations are impossible. For example, while the human toll of the Jewish Holocaust is generally agreed to have been about 6 million, the tolls of two other war genocides, those of the Armenian community in Turkey during World War I and of the European Roma community during World War II, cannot be determined with any precision. (Scholarly estimates of these range from 0.6 to 1.2 million, and from "at least 130,000" to "between 250,000 and 500,000.") During World War II Chinese civilians faced both a civil war and Japanese occupation, and no estimate of the resulting civilian deaths, which range from an implausibly low 2.5 million to 20 million, is reliable. The book shows that the single biggest cause of civilian deaths during the two wars were famines, some of which are familiar and well-documented, while others have attracted research only recently, and a few await systematic analysis. The book covers these as well as genocides, particularly the Jewish Holocaust, and deaths from aerial bombing, and shows how in each of these categories the numbers have been controversial and contested. Most of the book deals with death, but it contains accounts too of the tens of millions of displaced persons and refugees and forced labourers, of civilian trauma, and of sexual violence and other atrocities. In the end O Grada argues that the two world wars cost at least 45 to 50 million civilian lives, almost double the cost in military lives. Addressing the uncertainties and inaccuracies in civilian casualties, the book shows the failings of international law and gives a vital and harrowing understanding of the true cost of war"--

The situation of extreme poverty experienced by the majority of the populations in developing countries ("Third World" countries) often coincides with an absence of democracy and the violation of the most fundamental rights. But in so-called "First World" countries a non-negligible proportion of inhabitants also live in impoverished conditions (albeit mainly "relative" poverty) and are denied their rights. The European situation, which this publication aims to analyse, is painful: the entire continent is afflicted by increasing poverty and consequently by the erosion of living conditions and social conflicts.The economic and financial crisis has resulted in the loss of millions of jobs, and created job insecurity for many still working. Economic insecurity raises social tensions, aggravating xenophobia, for instance. Yet the economic and financial crisis could present a good opportunity to rethink the economic and social system as a whole. Indeed, poverty in modern societies has never been purely a question of lack of wealth. It is therefore urgent today to devise a new discourse on poverty. In pursuit of this goal, the Council of Europe is following up this publication in the framework of the project "Human rights of people experiencing poverty", co-financed by the European Commission.
