Pour faire face à cet enjeu, l’Organisation des Nations Unies pour l’alimentation et l’agriculture (FAO), avec l’appui d’Action contre la faim (ACF), a initié entre avril et décembre 2020 un processus d’échanges et de dialogues entre les différentes parties prenantes du secteur agricole au niveau national et sous-régional issues de sept pays d’Afrique francophone (Burkina Faso, Côte d’Ivoire, Mali, Mauritanie, République démocratique du Congo, Sénégal et Tchad) dans un double objectif. Expérimenter un outil méthodologique innovant pour guider de façon pratique les acteurs de la foresterie, et développer leurs capacités en matière de formulation, de mise en oeuvre et d’évaluation des politiques, programmes et investissements permettant de maximiser l’impact sur la nutrition et d’accélérer les progrès dans la lutte contre la malnutrition. Déterminer des recommandations politiques et programmatiques communes sur l’intégration de la nutrition dans les secteurs clés de l’agriculture à partir de leur expertise et de leur expérience techniques et institutionnelles dans les pays. L’approche méthodologique proposée allie la théorie à la pratique à travers le développement de la théorie du changement sectorielle ainsi que des chemins d’impact sous-sectoriels.

Hentz, The European Journal of Development Research Questions related to the economics of regionalism became increasingly important beginning in the late 1980s, when regional groupings started to become very popular as a tool of commercial policy. The goal of this book is to address the question of whether or not regionalism in developed countries has truly benefited developing countries and to what degree regionalism among developing countries and between developed and developing countries will improve economic development prospects. Mordechai Kreinin and Michael Plummer consider the implications of the emerging global trend of economic regionalism for developing countries. The analysis focuses on the trade and investment effects of integration in developed countries on developing countries, as well as the ramifications of regional integration in the latter. After an extensive review of the theoretical and empirical literature pertinent to the economics of regionalism, the book considers the ex-post trade and direct-foreign-investment effects of the Single Market Program in Europe and NAFTA, followed by chapters on ASEAN and economic integration in Latin America, primarily MERCOSUR. The study suggests three salient conclusions. First, in designing preferential trading arrangements, developed countries should recognize and attempt to minimize the possible discriminating effect on developing countries. Second, the developing countries have an abiding interest in the success of WTO negotiations that would minimize the discrimination against them of regional groupings in Europe and North America. And third, any customs unions or free-trade areas among the developing countries themselves should be outward-looking if they are to enhance the welfare of developing countries. Economists and policy scholars, as well as readers interested in regionalism and economic development, will find this book a great resource.

Book excerpt: The question in the title of this book draws attention to the shortcomings of a concept that has become a political tool of global importance even as the scientific basis for its use grows weaker. The concept of desertification, it can be argued, has ceased to be analytically useful and distorts our understanding of social-environmental systems and their resiliency, particularly in poor countries with variable rainfall and persistent poverty. For better policy and governance, we need to reconsider the scientific justification for international attempts to combat desertification. Our exploration of these issues begins in the Sahel of West Africa, where a series of severe droughts at the end of the 20th century led to the global institutionalization of the idea of desertification. It now seems incontrovertible that these droughts were not caused primarily by local land use mismanagement, effectively terminating a long-standing policy and scientific debate. There is now an opportunity to treat this episode as an object lesson in the relationship between science, the formation of public opinion and international policy-making. Looking beyond the Sahel, the chapters in this book provide case studies from around the world that examine the use and relevance of the desertification concept. Despite an increasingly sophisticated understanding of dryland environments and societies, the uses now being made of the desertification concept in parts of Asia exhibit many of the shortcomings of earlier work done in Africa. It took scientists more than three decades to transform a perceived desertification crisis in the Sahel into a non-event. This book is an effort to critically examine that experience and accelerate the learning process in other parts of the world.
