Book excerpt: An intimate account of the eighteenth-century Bank of England that shows how a private institution became “a great engine of state” The eighteenth-century Bank of England was an institution that operated for the benefit of its shareholders—and yet came to be considered, as Adam Smith described it, “a great engine of state.” In Virtuous Bankers, Anne Murphy explores how this private organization became the guardian of the public credit upon which Britain’s economic and geopolitical power was based. Drawing on the voluminous and detailed minute books of a Committee of Inspection that examined the Bank’s workings in 1783–84, Murphy frames her account as “a day in the life” of the Bank of England, looking at a day’s worth of banking activities that ranged from the issuing of bank notes to the management of public funds. Murphy discusses the bank as a domestic environment, a working environment, and a space to be protected against theft, fire, and revolt. She offers new insights into the skills of the Bank’s clerks and the ways in which their work was organized, and she positions the Bank as part of the physical and cultural landscape of the City: an aggressive property developer, a vulnerable institution seeking to secure its buildings, and an enterprise necessarily accessible to the public. She considers the aesthetics of its headquarters—one of London’s finest buildings—and the messages of creditworthiness embedded in that architecture and in the very visible actions of the Bank’s clerks. Murphy’s uniquely intimate account shows how the eighteenth-century Bank was able to deliver a set of services that were essential to the state and commanded the confidence of the public.

Through a detailed analysis of a wide range of both qualitative and quantitative research data, this book provides a fresh insight into their history, arguing that the use of Bow Street personnel in provincially instigated cases was much more common than has been assumed by many historians. It also demonstrates that the range of activities carried out by Bow Street personnel whilst employed on such cases was far more complex than can be gleaned from the majority of books and articles concerning early nineteenth-century provincial policing, which often do little more than touch on the role of Bow Street. By describing the various roles and activities of the Bow Street Principal Officers with specific regard to cases originating in the provinces it also places them firmly within the wider contexts of provincial law-enforcement and policing history. The book investigates the types of case in which the 'Runners' were involved, who employed them and why, how they operated, including their interaction with local law-enforcement bodies, and how they were perceived by those who utilized their services. It also discusses the legacy of the Principal Officers with regard to subsequent developments within policing. Bow Street Police Office and its personnel have long been regarded by many historians as little more than a discrete and often inconsequential footnote to the history of policing, leading to a partial and incomplete understanding of their work. This viewpoint is challenged in this book, which argues that in several ways the utilization of Principal Officers in provincially instigated cases paved the way for important subsequent developments in policing, especially with regard to detective practices. It is also the first work to provide a clear distinction between the Principal Officers and their less senior colleagues.

Book excerpt: Insurance Fire Bigades 1680-1929 describes how the Romans in Britain had well organised fire brigades, but that these ceased after the Romans left Britain in the fifth century. After that there was no organised fire service and fires were both common and devastating, culminating in the 1666 Great Fire of London. It was not until 1680 that the first insurance company, the Fire Office, was established in London by Nicholas Barbon. The government took no interest in the subject so it was insurance companies that pioneered the fire service for almost 250 years. The firemen in major cities had magnificent uniforms in bright colours, many of which are illustrated in this book, and they used manual fire engines until the 1880s, manned by volunteers who were often paid in beer. The insurance companies also provided new and improved water supplies and pioneered the improvement of fire proofing and Fire Acts. In the 1800s James Braidwood introduced the pattern of operation still in use today. As is clear from Insurance Fire Brigades 1680-1929, throughout the nineteenth century the impracticalities of having so many small brigades were realised and local authorities began to take control. The last insurance brigade to be disbanded was the Norwich Union in Worcester, in 1929, so ending 249 years of direct involvement in firefighting by the insurance companies, which shaped the service we know today.
