Book excerpt: O presente trabalho procurou contextualizar o manejo florestal em relação ao arcabouço teórico do desenvolvimento sustentável, identificar os vínculos entre essas duas concepções e avaliar suas possibilidades e limites quanto ao atendimento dos objetivos de promover a sustentabilidade econômica, ecológica e social e contribuir para o desenvolvimento sustentável do setor florestal. As informações foram obtidas através de entrevistas qualitativas com diversos atores sociais e com base nas pesquisas disponíveis sobre manejo florestal para a Amazônia, mais especificamente no município de Paragominas-PA. Partiu-se da hipótese de que o modelo de manejo florestal em florestas públicas de produção constitui-se numa via mais eficiente para gerar benefícios sociais, econômicos e ambientais do manejo florestal, contribuindo para melhorias na qualidade do desenvolvimento do setor florestal. Para verificação dessa hipótese foram realizadas análises comparativas envolvendo três modelos de uso dos recursos florestais: o manejo em florestas públicas de produção; o manejo em florestas privadas e a exploração seletiva tradicional. A análise comparativa qualitativa revelou a superioridade do manejo florestal em florestas públicas de produção em relação aos demais, quando se considerou os aspectos sociopolíticos, ecológicos e econômicos. O resultado da caracterização qualitativa envolvendo 23 relações entre esse modelo e os condicionantes identificados mostrou que 19 apresentaram relação positiva forte, duas foram positivas médias e duas foram negativas médias. Os principais problemas relacionados à não adoção do manejo florestal sustentável estão relacionados aos aspectos econômicos e sociopolíticos. A análise econômica financeira constatou que os modelos predatórios de uso dos recursos florestais apresentaram todos os índices econômicos considerados (valor presente líquido, taxa interna de retorno e relação benefício/custo) superiores aos modelos baseados no uso sustentável, devidos aos menores custos relativos aos modelos predatórios. As causas estão associadas principalmente ao descumprimento dos dispositivos legais, insegurança fundiária, abundância e baixo preço dos recursos florestais, apropriação privada dos recursos florestais e fiscalização e controle deficientes por parte das instituições públicas ambientais.

Book excerpt: Management decisions on appropriate practices and policies regarding tropical forests often need to be made in spite of innumerable uncertainties and complexities. Among the uncertainties are the lack of formalization of lessons learned regarding the impacts of previous programs and projects. Beyond the challenges of generating the proper information on these impacts, there are other difficulties that relate with how to socialize the information and knowledge gained so that change is transformational and enduring. The main complexities lie in understanding the interactions of social-ecological systems at different scales and how they varied through time in response to policy and other processes. This volume is part of a broad research effort to develop an independent evaluation of certification impacts with stakeholder input, which focuses on FSC certification of natural tropical forests. More specifically, the evaluation program aims at building the evidence base of the empirical biophysical, social, economic, and policy effects that FSC certification of natural forest has had in Brazil as well as in other tropical countries. The contents of this volume highlight the opportunities and constraints that those responsible for managing natural forests for timber production have experienced in their efforts to improve their practices in Brazil. As such, the goal of the studies in this volume is to serve as the foundation to design an impact evaluation framework of the impacts of FSC certification of natural forests in a participatory manner with interested parties, from institutions and organizations, to communities and individuals.
