This plural metaphor, almost like a patchwork, aggregates and yet segregates, conforms, but disfigures, and boosts the meanings which represent this new field that international relations have been recently crossing. Just like the mirror metaphor - that reflects everything to all and, sometimes, intervenes in distortions - the patchwork analogy allowed the book to take responsibility for the disclosure of preservation actions on a global scale. The book has a pioneering role insofar since it is the only publication with such characteristics, concerns, and coverage. The work studies the interconnection between cultural properties and international relations by understanding them as a mosaic before the bridges that intertwine people and borders. The main goal of this work is to illustrate in what way intergovernmental relations have been privileging heritage and culture as acting fields for its broader needs. Therefore, the book addresses topics related to the international agenda, focusing on its less debated themes. Two examples of these undervalued matters are the link between actors, preservationist actions, and the universe of world cultural heritage. The book also pursuits a critical dialogue between interdisciplinary fields that narrow heritage frontiers in search to contribute with a spectrum of academic perspectives and (inter)national study cases. To serve distinct economic, social, or political purposes, institutionalized heritage (embodied by different values) becomes instrumentalized in a top-down direction. In a development frame, when we perceive culture as indispensable to human life, the past is transformed into exchange currency. Through the creation of alternative fields of action, usually in a bottom-up logic, the present builds new heritage connections. Digital heritage's preservation, dissemination, and appreciation have been representing these same nets.

Its main objective is to study and reconstruct a historical trajectory of cultural heritage policies and institutions in Ethiopia. Based primarily on archival documents and legislative texts, which I collected from archives in Ethiopia and France, it argues that the institutionalization of cultural heritage protection in Ethiopia has undergone through centuries of social and political influences. It claims that the series of cultural heritage policies and institutions put in place under the last three political regimes- the imperial government, the socialist government and the federal government- reflect the basic sociopolitical structure and ideological assumptions of the respective regimes. This doctoral thesis explores the historical trajectory of cultural heritage policies and institutions in Ethiopia with a particular emphasis on the 20th century. Based primarily on archival documents and legislation that were collected in archives in Ethiopia and France, this study shows how the institutionalization of cultural heritage protection in Ethiopia has incorporated various cultural, political and economic models over the centuries. The heritage policies implemented under the last three political regimes - the imperial government, the socialist government and the federal government - reflect the basic socio-political structure and ideological assumptions of the respective regimes. Unlike in some European countries, where the State has confiscated cultural heritage and assumed responsibility for its management, the protection of cultural heritage in Ethiopia has largely remained outside the framework of State institutions, both in the ecclesiastical and secular spheres. In addition to the historical evolution of the legal and institutional frameworks of cultural heritage in Ethiopia, the thesis also examines the etymological significance of heritage in some Ethiopian languages and explores the various manifestations of heritage perception and practice in the country. The thesis argues that the ambition, rhetoric and practice of modernization since the early 20th century have left a deeper impact on the conception of cultural heritage and the institutionalization of its protection. By restoring notions relating to heritage over a long period of time specific to Ethiopia, the thesis aims to contribute to ensuring that policies for the protection of cultural heritage do not depend solely on exogenous models of development and management, but can respect local conceptions and practices that themselves are part of the national heritage.

UNESCO has recognised and responded to this change of perspective, creating through the 2003 Convention an international instrument for safeguarding the “Intangible Cultural Heritage”, a notion including oral traditions, performing arts, social practices, rituals, festive events, knowledge and practices concerning nature and the universe, as well as the knowledge and skills needed to produce traditional crafts. New values, practices and heritages were recognized – from the ancient African rituals to the Mexican Mariachi musical expression to the Brazilian Samba and the Mediterranean Diet – all of which convey strong social and cultural meaning for their community's identity. Intangible Cultural Heritage is a growing, relatively recent field of study and also an emblem of the dialogue between distant populations with different cultures, which is the reason why a comparative approach is the most appropriate basis for conducting an analysis of how the contracting states to the Convention live up to their commitments through national safeguarding measures and enhancement policies or through international cooperation projects.
