Book excerpt: Twenty years after the demise of communist policy, this book evaluates the continuing communist legacies in the current minority protection systems and legislations across a number of states in post-communist Europe. The fall of communism and the process of democratisation across post-communist Europe led to considerable change in minority protection with new systems and national political institutions either developed or copied. In general, the new institutions reflected the practices and experiences of (western) European states and were installed upon advice from European security organisations. Yet many ideas, legislative frameworks, policies and practices remained open to interpretation on the ground. With case studies on a diverse set of post-communist polities including Slovakia, Bosnia, Macedonia, Ukraine, Estonia, Croatia, the Baltic States and Russia, expert contributors consider how the institutional legacies of the communist past impact on policies designed to support minority communities in the new European democracies. Book excerpt: Rwanda and Burundi are strikingly similar countries that underwent democratization in the early 1990s. In both, resistance to democratic reforms led to coups d’état and presidential assassinations. A conundrum arises in terms of what transpires next. In Rwanda, total genocide was perpetrated by extremist Hutu actors, including government officials, upon the country’s Tutsi and politically moderate Hutu populations. In Burundi the coup d’état failed and instead ushered in a lengthy period of civil war. This divergence in outcome is puzzling given the similarity of these two countries, and it is not adequately explained by studies that address collective violence in each. This book utilizes an integrative approach that facilitates the formation of an explanation that more fully accounts for variation in the type of collective violence that occurred in Rwanda and Burundi. Showing that political actors – during periods of major institutional change – do not all respond to or perceive reform in the exact same manner or in a necessarily rational manner, this book makes an important contribution to the literature on ethnic conflict, collective violence and democratization in Africa.

In the face of these struggles, community organizations can provide centralized resources and infrastructure to foster an ethnic consciousness and political solidarity among Korean Americans. This book analyzes the role of ethnic community-based organizations and the dynamics of contemporary Korean American politics. Drawing on two case studies, the author identifies diverse ways in which community-based organizations negotiate their political agendas and mainstream ties within the traditional ethnic power structures. One organization promotes middle-class ethnic goals through accommodation to immigrant leaders, while the other emphasizes social justice through alliances with outside interest groups. Both cases challenge the traditional assumption that assimilation undermines ethnicity as a meaningful framework for political identity and solidarity in immigrant groups. Legacies of Struggle reveals how community-based organizations create innovative spaces for political participation among new generations of Korean Americans.

Book excerpt: As many formerly authoritarian regimes have been replaced by democratic governments in Latin America, Eastern Europe, and elsewhere, questions have arisen about the stability and durability of these new governments. One concern has to do with the institutional arrangements for governing bequeathed to the new democratic regimes by their authoritarian predecessors and with the related issue of whether presidential or parliamentary systems work better for the consolidation of democracy. In this book, Peter Siavelis takes a close look at the important case of Chile, which had a long tradition of successful legislative resolution of conflict but was left by the Pinochet regime with a changed institutional framework that greatly strengthened the presidency at the expense of the legislature. Weakening of the legislature combined with an exclusionary electoral system, Siavelis argues, undermines the ability of Chile's National Congress to play its former role as an arena of accommodation, creating serious obstacles to interbranch cooperation and, ultimately, democratic governability. Unlike other studies that contrast presidential and parliamentary systems in the large, Siavelis examines a variety of factors, including socioeconomic conditions and characteristics of political parties, that affect whether or not one of these systems will operate more or less successfully at any given time. He also offers proposals for institutional reform that could mitigate the harm he expects the current political structure to produce.

Book excerpt: Legacies of Space and Intangible Heritage is an interdisciplinary exploration of the intersections between the study and management of physical sites and the reproduction of intangible cultural legacies. The volume provides nine case studies that explore different ways in which place is mediated by social, political, and ecological processes that have deep historical roots and that continue to affect the politics of heritage management. Spaces of human habitation are both historical records of the past and key elements in reproducing the knowledge and values that define lives in the present. Practices, knowledge, and skills that communities recognize as part of their culture—and that a range of legal statutes define as protected intangible heritages—are threatened by increased migration, the displacement of indigenous peoples, and limits on access to culturally or historically significant sites. This volume addresses how different physical environments contribute to the reproduction of cultural forms even in the wake of these processes of displacement and change. Case studies from North and South America reveal a pattern of abandonment and reestablishment of settlements and show how collective memory drives people back to culturally meaningful sites. Through an analysis of urban politics in Prague between 1990 and 2000, Governing the Post-Communist City sheds new light on the factors that shaped policy in eastern Europe at the time of its democratic transformation. The first book-length study of post-communist urban politics in a city outside of Russia, Governing the Post-Communist City links the difficulties of democratic government in 1990s Prague to decisions made shortly after the fall of communism. Focusing on the issues of road infrastructure and downtown development, Martin Horak argues that local leadership was more concerned with insulating policy-making processes from public influence than with creating new policies suited to post-communist urban development. This set a precedent for the whole institutional environment of post-communist Prague and entrenched itself in the city's politics throughout the 1990s.
