Many of these technically and financially constrained municipalities are still practicing roadside waste pickup from open piles and open dumping, creating major health risks.

Book excerpt: When confronted with broadly similar problems, countries having similar economic organisation and general cultural backgrounds have chosen rather different waste management regimes. These differences extend to the institutional framework selected, the technology used, and the processes through which the regimes have been developed. How can one make sense of these differences? Beyond standard economic assumptions that choice can be explained solely in terms of the selection of the best cost-benefit ratios, the study of waste management reveals that social choice depends on the way that political processes and institutional mechanisms combine the heterogeneous rationales that co-exist in western societies. Describing change in terms of regimes, institutional parameters and policies raises the question of how change is introduced. In Europe, this also includes the context of the European single market. Should there be free mobility of waste within the EU? The five case studies presented here reveal a panorama of national regimes contemplating different development options within their own institutional trajectories. Differences, however, can be reduced to the interplay of only a few variables, as is done in the concluding chapter.

The research was conceived through advances made by renowned scholars such as Schübeler, Medina, Mihai, Lindell and UNEP, who have called for a location-specific and decentralized model of addressing challenges of the MSWM. Thus, guided by the System theory, Contingency theory and the ISWM concept, with the use of qualitative, case study research design, the research examined the major challenges of MSWM. Identified the alternative initiatives employed by the municipality and assessed whether the process of waste management was inclusive of various actors existing at Kasumbalesa. The findings show that, there was a high level of waste generated at the borderlands of Kasumbalesa, due to the increase in the day-time population. This placed a waste collection and disposal challenge on Chililabombwe municipality who were already facing financial, institutional, technical, human resource and socio-cultural challenges. In addition, the research indicated that, even though the public health team had initiatives they wanted to develop they failed to do so due to the weak financial, technical and institutional capacity. Furthermore, the research showed that, the mammoth task of MSWM was regarded as a sole responsibility of the council, thus the process was not inclusive of the diverse range of stakeholders existing at Kasumbalesa. The paper recommends that intervention is needed in terms of; Chililabombwe municipality opening a sub-station for public health at Kasumbalesa, it emphasizes that financial resources should be ring-fenced for waste management and that sensitization programs must be conducted in various languages. The paper further highlights the need for an all-inclusive process of MSWM at Kasumbalesa border. This means that each and every actor existing at the border should take part in the process of waste management.

Book excerpt: The private sector involvement in public service is intended to achieve efficiency gain and better service quality through increasing private sector finance and expertise. However, these benefits are most often not achieved in developing countries due to investment risk of private finance, and problems of capacity and regulation of the private sector. This book examines private sector involvement (PSI) in solid waste collection by exploring the influence of private sector capacity and Local Governments’ regulations on private sector performance in terms of productivity and service quality. PSI in public service provision evolved to deal with market and government failures, so this study uses market and regulatory theories to explore the gaps in policy and practice of PSI and the factor explaining private sector performance in five cities in Ghana. The study shows there were weak regulatory practices and non-adherence to contractual obligations (unsigned contracts and delayed payment of subsidy), and consequently led to disincentives for full cost recovery and better service quality. However, there is now a gradual well functioning system being put in place with the recent competitive bidding in two cities with signing of contracts and city-wide user charging. This study concludes that the solutions to the problem of solid waste collection and management in developing countries hinge on adherence to formal rules of regulation, use of appropriate cost recovery mechanism for low income group, and restructuring of institutional arrangement to enforce legislation.
