Book excerpt: We present an empirical analysis of the determinants of labour cost in OECD countries, with particular reference to the impact of labour market institutions from 1960 to 1994. We show that labour market regulations can explain a large part of the labour cost rise in OECD countries in the last few decades once we control for productivity. These results are consistent with the findings of a companion paper [Nickell, Nunziata and Ochel (2005)Economic Journal, Vol. 115, pp. 1-27] where the effects of institutions on unemployment are examined. We present also a discussion of the econometric issues related to the estimation of a macro pooled model like ours. We focus, among other things, on the hypothesis of poolability and on the cointegration properties of the model. The explanatory power of the model is finally tested by means of a series of country by country dynamic simulations.

Book excerpt: The most famous and influential diagram in modern (neoclassical) labor economics is the model of wage determination by supply and demand. Using concepts and ideas from institutional economics, I argue that the theory of a perfectly competitive labor market is logically contradictory and, hence, the demand/supply diagram cannot exist on the plane of pure theory. Four other fundamental theorems concerning labor markets are also derived, as are implications about the theoretical foundation of the field of industrial relations and the economic evaluation of labor and employment policy.In this article I accomplish four things of significance. The first is to demonstrate that the core diagram of neoclassical labor economics - the diagram of wage determination by demand and supply (D/S) - does not have logical coherence and thus has no existence on the plane of pure theory. The second is to deduce this conclusion using a core concept of institutional economics (i.e., transaction cost), thus demonstrating that the institutional approach to labor economics has theoretical explanatory power. The third is to use the transaction cost idea to also deduce four fundamental theorems concerning labor markets and wage determination. The fourth is to identify the core theoretical foundation of the field of industrial relations. This discussion also yields important implications for the economic evaluation of labor and employment policy, as well as interesting insights on the history of thought in labor economics.

Book excerpt: This book is intended as a warning against the kind of hard-core liberalism which blames state intervention for the disappointing results achieved in matters of macroeconomic, competition and social welfare policy. In calling attention to the social dimension of economics, the book stresses the need for an ethical yardstick which can only be pro vided by an interdisciplinary approach to the economy. One current school of thought claims to have bridged the gap by por traying economics as both positive and normative. However, this inter pretation is inadequate. The positive aspect of economics, reflecting an approach common in the natural sciences, is based on observable facts. It highlights causal relationships and seeks to analyse economic mechanisms on the basis of available information. This has led to an emphasis on purely deductive methods, which form the basis for many of the conclusions in main stream economics. This current of thought is typified by the neoclassical school, which takes as its main premise the much-disputed hypothesis of economic rationality. Human behaviour is deemed to be rational when consumers maximize their satisfaction and producers their profits, sub ject to the constraints of income and production costs respectively. Opt imal strategies for both consumers and producers can best be determined by the mechanism of market forces.
