The merger in higher education has received much attention by policy-makers as well as individual institutions in many countries as a means to bring higher education reforms. The merger of higher education institutions is a visible phenomenon in the recent past, but each merger provides a distinctive instance of major strategic change. Besides this, each merger also shows a distinct set of circumstances, actors, and characteristics. The aims of the mergers have been varied across the nations that include a reduction in fragmentation of institutions, economies of scale, enhanced efficiency, enhanced quality etc. Along with disapproval, a great amount of literature surrounding the benefits of the merger has emerged over the period of time. In spite of ample literature on mergers of higher education institutions, there does not appear to be a clear set of financial, efficiency or quality parameters to assess the success. The majority of the discussions have been narratives. In the available literature, the mergers have been classified based on their participants, stakeholders, nature, the strategy that drives them, their motivation, and/or the resultant degree of absorption. This book discusses the merger experiences and case study of different countries in terms of policies and practices. Each country chapter in the above context narrates that in planning the mergers, what have been the philosophical, economic, political, legal and cultural implications? How the factors such as institutional history, geographical distance, provincial tradition, state regulations, the presence of collective bargaining, and pertinent financial matters shaped the process as well as the outcome of the mergers? The idea of merger and its implementation (including process) at both government and institutional level have been discussed. The outcome assessment also forms the part of the discussion.

Book excerpt: This qualitative case study is constructed to offer insight on the infrequently investigated influence of organizational culture before and after a merger between higher education institutions. Respondents were selected from volunteers to form three strata of employees; staff, mid-level management which included some faculty members, and upper level administration. Each subject was a member of the pre-merger organization for at least three years to establish full enculturation. The interviews were conducted four years after the merger. The methodology included having each respondent draw a picture of how they perceived working at the pre-merger organization and another picture depicting how they perceived working in the merged organization. The results show that communication, especially incongruence between administrative actions and the values espoused by leadership, during a merger process is crucial to assimilation of pre-merger culture and development of the merged entity's culture. In addition, employees lower in the organizational hierarchy demonstrated greater concern for the personal effects of retrenchment actions than did those in middle and upper administrative levels. Another salient finding is that leadership should treat culture as a constantly evolving element within an organization. When leadership treats culture development as simply another project, separated from other aspects of organizational life, it is less likely to meet with success. Book excerpt: Abstract: Declining student numbers; growing fiscal pressures; and intensified international competition for prestige, research talent and funding, have increasingly made collaborations, alliances, and mergers among higher education institutions a priority for institutions themselves, and for the governments that support them. Collaborations, alliances and mergers among higher education institutions may seek to enhance academic performance, to achieve economic efficiencies, or to better align the network and performance of institutions to public needs. Institutional collaboration occurs less frequently and successfully in the design and delivery of instruction than in other domains, owing largely to the traditionally autonomous and solitary role of faculty in this area. Collaboration is much more common in research, engagement, and back-end administration and other supports, with research collaboration often offering the greatest performance gains, and administrative collaboration the greatest potential efficiencies. Targeted grants are the most common tool governments use to encourage institutional collaboration and consolidation, while more flexible quality assurance standards and the greater alignment of policy frameworks more generally can also make it much easier for institutions to collaborate. Evidence about the outcomes of collaborations, alliances, and mergers is limited, but indicates that these initiatives can strengthen institutional performance, produce efficiencies, improve resilience and enhance alignment to national priorities, although not for all institutions in all circumstances. Policymakers who succeed in promoting effective collaboration appear to strategically stimulate institutional initiative, support effective planning and implementation, secure stakeholder buy-in, concentrate resources, and achieve policy alignment
