Book excerpt: The Use and Fate of Pesticides in Vegetable-based Agro-ecosystems in Ghana reviews current knowledge on pesticides use in vegetable farming in Ghana and establishes the fate of pesticides in situ in tropical vegetable-based agro-ecosystems as well as their environmental and public health impacts on selected population groups. A field survey showed that vegetable farmers often spray pesticides on prophylactic basis due to lack of information. Although some farmers may be aware of pesticide hazards, adequate protection is hardly taken to minimize risks. About 70% of exposed farmers had a reduction of 30% or more in whole blood acetylcholinesterase activity. About 95% of the farmers interviewed reported symptoms attributable to pesticide exposure. Water, waterbed sediment, and vegetable crops were checked for residues of the pesticides monitored on the farmers� fields. Residues detected in water and waterbed sediment indicated that these have come from runoff from vegetable fields and that the measured levels were transient. Pesticide residue levels detected in five vegetable crop types (tomato, cabbage, pepper, onion, and eggplants) were correlated to the minimal risk levels (MRLs) set by the United States Agency for Toxic Substances and Disease Registry (ATSDR). Mean intakes of residues by 22- to 75-year old adult farmers were found to be low and did not seem to be associated with health risk. Data on persistent pesticide residues in farmers� breast milk and blood serum indicated the presence of DDTs, dieldrin, HCB, and HCHs. When daily intakes of DDTs and HCHs to infants through breastfeeding were estimated, some farmers accumulated these compounds in breast milk above the threshold for adverse effects, which raise concerns on children health. Evidence was found for persistence of isomers of endosulfan and its sulfate metabolite in tomato cropped soil and plant tissues. Book excerpt: A variable climate, political instability, and other constraints have limited agricultural development in African countries south of the Sahara. Genetically modified (GM) crops are one tool for enhancing agricultural productivity and food security despite such constraints. Genetically Modified Crops in Africa: Economic and Policy Lessons from Countries South of the Sahara investigates how this tool might be effectively used by evaluating the benefits, costs, and risks for African countries of adopting GM crops. The authors gather together studies on GM crops economic effects and impact on trade, how consumers view such crops, and other issues. They find that GM crops have had, on average, a positive economic effect in the nations where they were used and identify future steps for enhancing GM crop adoptions positive effects. Promising policy initiatives include making biosafety regulations that do not make GM crop development prohibitively expensive, fostering intraregional trade in GM crops, and providing more and better information about GM crops to consumers who might currently be skeptical of them. These and other findings in Genetically Modified Crops in Africa indicate ways biotechnology can contribute to economic development in Africa south of the Sahara.

Numerous studies, including those previously conducted in Pakistan, attest to its yield and cost advantages. However, the effectiveness of Bt toxin, which depends on many technical constraints, is heterogeneous. Furthermore, in Pakistan, the diffusion of Bt cotton varieties occurred despite a weak regulatory system and without seed quality control; evidence demonstrates that varieties sold as Bt may not contain the genes or express them effectively. We use data collected from a sample that is statistically representative of the nation’s cotton growers to test the effects of Bt cotton use on productivity in a damage control framework. Unlike previous studies, we employ five measures of Bt identity: name, official approval status, farmer belief, laboratory tests of Bt presence in plant tissue, and biophysical assays measuring Bt effectiveness. Only farmers’ belief that a variety is Bt affects cotton productivity. Although all measures reduce damage from pests, the biophysical indicators have the largest effect, and official approval has the weakest. For applied economists, findings highlight the importance of getting the data right concerning Bt. For policy makers, they suggest the need, on ethical if not productivity grounds, to monitor variety integrity closer to point of sale.

Book excerpt: Despite the ongoing controversy over their use, genetically modified (GM) crops have progressively grown in popularity and are now planted in approximately 160 million hectares in 29 countries. In the discussions of biosafety regulations for GM crops and whether to approve such crops for commercialization, many countries, including some African nations, have gone beyond environmental assessments and are now introducing socioeconomic considerations as part of their decisionmaking process. There are, however, very few guidelines on how to ensure that this inclusion of socioeconomic considerations results in a robust and efficient decisionmaking process. Socioeconomic Considerations in Biosafety Decisionmaking: Methods and Implementation provides guidance to professionals involved in assessing the ex ante impact of a GM crop in the context of an approval process. Using the case of GM cotton in Uganda, the authors illustrate the evaluation of socioeconomic impact on farmers, the national economy, and trade. The authors identify three crucial steps in making socioeconomic assessment part of a biosafety regulatory process, decisionmaking process, or both. First, select appropriate research tools and methods that yield robust results but that also take into account time and budget constraints. Second, evaluate the institutional setting of GM technology deployment. Third, allow for the uncertainties inherent in the assessment by using ranges of values for the parameters under evaluation, including yield, technology efficiency, and prices. These and other conclusions should provide useful guidance to policymakers and development researchers in countries that opt to incorporate socioeconomic considerations into their biosafety regulations, as well as their decisionmaking process for GM crop approval.

The guidance was prepared in compliance with the FAO/WHO International Code of Conduct on Pesticide Management, which sets out a framework and voluntary standards of conduct for stakeholders in pesticide management, in particular governments and the pesticide industry. Endorsed by FAO, WHO, governments, pesticide producers, non-governmental organizations and other stakeholders, the Code outlines their shared responsibility to promote best practice and risk reduction throughout the pesticide life cycle. The Code of Conduct thereby establishes the commitment and moral obligation of stakeholders to comply with the agreed standards of conduct and to assume their respective responsibilities. These include governments’ responsibility to promote pesticide risk reduction and the industry’s responsibility to produce products that are adapted to the context of their use and to provide stewardship of those products throughout their life cycle. This guidance was prepared with the support of the FAO/WHO Joint Meeting on Pesticide Management (JMPM) to provide further guidance on the provisions of the Code of Conduct related to its observance and implementation. It reflects the joint FAO/WHO approach to pesticide management, thus addressing the topic in both agricultural and public health settings.
