Book excerpt: Like in many parts of the world, water resources in sub-Saharan Africa (SSA) have been pivotal for human survival, economic growth, social development, and practicing certain religion and cultural ethos. However, in spite of the intrinsic values of water, its use and management in sub-Saharan Africa has not been without limitations. The demand for water resources is increasing mainly due to rapid population growth, industrialization and urbanization and dealing with water-related issues has been complex and challenging for sustainable growth. Whilst there are various efforts by national governments, non-government organizations and communities to effectively and efficiently utilize and manage water resources, there are few comprehensive studies in sub- Saharan Africa that show the impact of the efforts on poverty reduction. Although certain reports indicate that many SSA countries lack clear vision on how water use can be harnessed with pro-poor growth and how poor communities can be capacitated to use water for poverty reduction, there are little exhaustive studies that clearly show familiar and innovative water use and management interventions followed by communities, national governments and other stakeholders, and demonstrate the challenges and successes of the same. Cognizant of the knowledge gap, in 2012 OSSREA launched a research project on ordinary and innovative water use and management patterns and practices in SSA, with a view to generate new knowledge on unexploited opportunities that could enhance the contribution of water resources to poverty reduction. This anthology documents various issues including water use and management in agriculture especially in irrigation projects in Ethiopia, Kenya, Uganda and Zimbabwe; water harvesting in Kenya and Uganda; the role of local water use institutions in Ethiopia; and water source maintenance and protection in Uganda.

The component on ‘Poverty considerations in investments in agricultural water management’ focuses in more detail on poverty and gender dimensions. It consists of two parts. The first part is thematic and elaborates poverty and gender issues emerging from the literature that complement the other components of the Collaborative Program. Part two is empirical. Acknowledging the lack of empirical data on poverty impacts of investments in agricultural water management, the Collaborative Program initiated case studies throughout Sub-Saharan Africa. Eight case studies on ‘Agricultural Water Development for Poverty Reduction in Eastern and Southern Africa’, for which the field research was conducted in 2003/2004, were supported by IFAD (Peacock,2005). Further, the African Development Bank supported three case studies in West Africa in 2004, two by Kamara et al. (2004), and one by Babatunde Omilola (2005). Part two synthesizes the empirical findings of these case studies.

Book excerpt: This book provides a comprehensive analysis of the benefits and challenges of intensifying groundwater irrigation in Sub-Saharan Africa (SSA) for improving smallholder agrarian livelihoods. Only about 3% of the groundwater resources of Sub-Saharan Africa are used for irrigated agriculture despite the subcontinent’s relative abundance of groundwater. The majority of the region’s smallholders are highly dependent on seasonal dryland cropping, making them extremely vulnerable to uncertain weather patterns and droughts. Improved irrigation capabilities through sustainable groundwater development could unleash smallholder farming and make it a major driver of economic growth, poverty reduction, climate resilience, and improved food security. So, why is groundwater so underused? Tapping into groundwater requires a major shift in farming practices and it has its own challenges and requirements – smallholder access to land and finance for irrigation infrastructure and equipment, gendered and equitable adoption options. This whole list is framed in terms of what the smallholder farmers need. Hence, this should also be put in this context, supply chains, energy access, resource availability, and institutional support. The chapters in this book present a picture that is not only heterogeneous across the region, but also hold some common denominators. They serve to enrich the discourse and help better understand the barriers along the pathways toward the sustainable and transformative adoption of groundwater irrigation. The scientific information provided herein would be of interest to researchers, practitioners, decision makers and planners with interest in the region. With the recent events in mind - water shortages in Cape Town, widespread cholera in Haiti, mass-migration from low-income countries, etc. – it elaborates a pressing topic which is directly linked to the precarious living conditions of the urban poor in the developing countries. It is urgent to acknowledge the proposed findings and recommendations of the book which will help to improve the situation of potential refugees in their home countries with a realistic vision for the development of the most basic of all life supporting services. So many efforts to reverse the negative trend in water and sanitation development have failed or targets have been repeatedly missed by far without notable consequences for decision makers on different levels and institutions. It has unnecessarily consumed many young lives, contributed to keep billions in poverty until today and fostered discrimination of women. The knowledge gap and the confusion in the sector lined out in the book becomes evident when a national leader in a low-income country declares a state of emergency in urban water and sanitation while at the same time global monitoring publishes an access figure for urban water of over 90% for the same country. It is time to change this with an effective sector development concept for our partner countries and a more realistic discourse on global level. The book argues for a sweeping rethinking and combines extended local knowledge, lessons learned from history in advanced countries and thorough research on reforms in Francophone and Anglophone developing countries. This was possible because the writer was working in Sub-Saharan partner countries for almost 30 years as an integrated long term advisor in different sector institutions (ministry, regulator, financing basket and different sizes of utilities) and had the opportunity to cooperate closely with the main development partners. The reader has the opportunity to obtain a comprehensive understanding of how the sector works and sector institutions in low-income countries function and can discover the reasons behind success and failures of reforms. The book also covers issues which have a significant influence on urban water and sanitation development but are hardly the subject of discussions. It helps to make the shortcomings of the water and sanitation discourse more apparent and assist institutions to move beyond their present perceptions and agendas. All of this makes the book different from other literature about urban water and sanitation in the developing world.

There is an urgent need, heightened by climate change, for appropriate technologies to address this problem through managing and increasing the quantity of water on farmers’ fields – water harvesting. This book defines water harvesting as a set of approaches which occupy an intermediate position along the water-management spectrum extending from in situ moisture conservation to irrigated agriculture. They generally comprise small-scale systems that induce, collect, store and make use of local surface runoff for agriculture. The authors review development experience and set out the state of the art of water harvesting for crop production and other benefits in Sub-Saharan Africa. This includes an assessment of water harvesting schemes that were initiated two or three decades ago when interest was stimulated by the droughts of the 1970s and 1980s. These provide lessons to promote sustainable development of dryland agriculture in the face of changing environmental conditions. Case studies from eight countries across Sub-Saharan Africa provide the evidence base. Each follows a similar format and is based on assessments conducted in collaboration with in-country partners, with a focus on attempts to promote adoption of water harvesting, both horizontally (spread) and vertically (institutionalization). Introductory cross-cutting chapters as well as an analytical conclusion are also included.

There are very different stages of implementing decentralization in practice. This called for research aiming to understand the following questions: (i) why do some water agencies succeed more than others? (ii) What are the variables involved in such reform process? (iii) which variables have a positive or a negative impact on the implementation of decentralization processes? (iv) Which variables could be affected by policy interventions, and how? This study aimed to answer these questions through the following objectives: (i) analyze the factors that have potentially affected the results of decentralization process in SSA basins, and (ii) analyze the performance of decentralization process in SSA basins. Qualitative and quantitative approaches were used. The main findings are that water scarcity is a major stimulus to reform; water user associations, if not well prepared and trained, may deter the decentralization process; and being part of an existing treaty over an international basin helps foster the process. Conditions improving decentralization performance include: scarcity of water resources, longer period of implementation, bottom-up creation, and appropriate budgetary support.
