Modern innovation research is challenged by the need to incorporate knowledge generation and dissemination processes into the analysis so as to disentangle the complexity of these dynamic processes. With innovation, however, strong uncertainty, nonlinearities and actor heterogeneity become central factors that are at odds with traditional modeling techniques anchored in equilibrium and homogeneity. This text introduces SKIN (Simulation Knowledge Dynamics in Innovation Networks), an agent-based simulation model that primarily focuses on joint knowledge creation and exchange of knowledge in innovation co‐operations and networks. In this context, knowledge is explicitly modeled and not approximated by, for instance, the level of accumulated R&D investment. The SKIN approach supports applications in different domains ranging from sector-based research activities in knowledge-intensive industries to the activities of international research consortia engaged in basic and applied research. Following a general description of the SKIN model, several applications and modifications are presented. Each chapter introduces in detail the structure of the model, the relevant methodological considerations and the analysis of simulation results, while options for empirically validating the models’ structure and outcomes are also discussed. The book considers the scope of further applications and outlines prospects for the development of joint modeling strategies.

The DoD has decided to move forward with a prototype of one alternative developed as part of this process an innovative business model intended to align the financial incentives of industry participants with positive training and technology development outcomes. Known as Alternative #4 (referred to hereafter as Alt#4), the model proposes to turn what has traditionally been the acquisition of training simulators into a service acquisition (the acquisition of training) with a private sector tool vendor marketplace to support it. RAND was asked by the offices of the Under Secretaries of Defense (OUSD) for Personnel and Readiness (P & R) and Acquisition, Technology and Logistics (AT & L), and the Joint Staff Operational Plans and Joint Forces Development Directorate (J7), to produce an implementation and evaluation plan for a prototype of this alternative. This report responds to that request. It presents the Alt#4 business model, compares it with other approaches for buying simulations and simulation training, reviews economic theories relevant to the model, and provides a detailed implementation and evaluation plan for a prototype. This report should be of interest to those participating in, or charged with carrying out, the prototype of Alt#4. The analysis should also be interesting to those interested in innovative approaches to training acquisition. Moreover, the success or failure of the approach will be of general interest to the executive and legislative branches and to commercial companies as an evaluated approach to improved acquisition. No special technical expertise is required to understand the material.

Six of these papers were nominated for the Best Application Award during the review process. These nominations were then reviewed by the members of the Programme Committee to select the winning paper. The papers in the volume were subject to refereeing by at least two referees. All papers which were controversial for some reason were discussed in depth by the Application Programme Committee. Ten referees from the industrial and commercial sector and nine referees from the academic sector assisted me in reviewing the papers. The review form asked the referee to score the papers according to a number of dimensions, to rate it overall, and to offer critical comments to me, and to the authors. It also asks the referee to score their expertise in the area of each paper they review. Only reviews from 'expert' referees are used.
