Through a system of accords with these newly independent African nations, based upon ties naturally formed over the colonial years, France has succeeded for three decades in preserving its position in African affairs. The course of Franco-African relations in the near future, though, is less than certain. In this book, Ambassador Francis Terry McNamara outlines France's acquisition and administration of its Black African empire and traces the former colonies' paths to independence. Drawing upon that background, the ambassador examines the structure of post-independence Franco-African relations and recent strains on those relations, especially African economic crises and the French tendency to focus on Europe. Because of those strains, he suggests, France alone may be unable to support its former dependencies much longer. The Dialogue on Innovative Higher Education Strategies (DIES) is addressing this need in emerging countries by building platforms of exchange and offering training courses. Not only is the programme supporting capacity building of human resources, but it is also specifically focusing on inducing change within the universities, such as introducing new instruments or tools in the area of quality assurance and internationalisation, and addressing specific challenges or setting up new structures in the form of projects in the frame of the training. The ‘National Multiplication Trainings’ Programme under DIES is further addressing the sustainability and multiplication of the DIES Programme, that is, alumni are enabled to implement capacity building in higher education leadership and management in their national context. The articles within this volume of the “Potsdamer Beiträge zur Hochschulforschung” (Potsdam Contributions to Higher Education Research) analyse and share the experiences of such training programmes held in Colombia, Democratic Republic of Congo, Guinea, Malaysia, Kenya, and Uganda. They all revolve around the best ways to address the needs and challenges in higher education leadership and management, and in building capacities in these areas.

Book excerpt: In recent years, large-scale housing and resettlement projects have experienced a renaissance in many developing countries and are increasingly shaping new urban peripheries. One prominent example is Morocco's Villes Sans Bidonville (cities without shantytowns) programme that aims at eradicating all shantytowns in Morocco by resettling its population to apartment blocks at the urban peripheries. Analysing the specific resettlement project of Karyan Central, a 90-year-old shantytown in Casablanca, this book sheds light on both process and outcome of resettlement from the perspective of affected people. It draws on rich empirical data from a structure household survey (n=871), qualitative interviews with different stakeholder, document analysis, and non-participant observation gathered during four months of field research. The author emphasises that the VSB programme, although formally part of anti-poverty and urban inclusion policies, puts primary focus on the clearance of the shantytown. Largely based on ill-informed policy assumptions, stigmatisation, rent-seeking, and opaque implementation practices, the VSB programme interpreted adequate housing in a narrow sense. By showing how social interactions, employment patterns, and access to urban functions have changed because of resettlement, the book provides sound empirical evidence that housing means more than four walls and a roof.

The idea to organize a conference on land battle systemmodelswas first suggested to me in 1g72 by Andreas Mortensen, then a member of the Norwegian Defence Research Establishment and presently at the SHAPE Technical Centre, when we discussed the apparent inconsistencies of various evaluations of force capability within NATO. Frequently, decision makers are confronted by contradictory results of different studies addressing essentially the same problern leaving them with the impression that the tools of systems analysis and operations research may not be very objective guides. However, experienced systems researchers know that a detailed comparison of models, their assumptions and inputs, would generally show that results are not really contradictory. But not only seem the decision processes in large national and international organizations tobe suchthat a comparison can hardly ever be accomplished, also the docu mentation available is rarely sufficient to really camprehend the differences in results. For these reasons, we felt that an effort to review the state of the art of model ing in support of force capabil ity assessments was overdue.
