En un mot, c'est l'atteinte de résultats qui est visée. Ce livre s'attache ainsi aux différents leviers utiles aux managers publics dans l'exercice de leurs fonctions. Tout professionnel du secteur public se doit désormais de pouvoir actionner ces leviers et de les utiliser face à une diversité d'enjeux de gestion: sur quelle base comprendre son organisation ? Comment s'adapter et répondre aux attentes de son environnement ? Qui sont les partenaires à privilégier ? Comment les mobiliser ? Comment motiver ses collaborateurs ? Qu'est-ce qu'un bon leader ? Comment changer si nécessaire ? Etc. Une connaissance pratique en matière de gestion est par conséquent indispensable. L'objectif de cet ouvrage n'est toutefois pas de réduire la gestion publique à un ensemble de graphiques ou de considérer les évolutions des administrations publiques sous l'angle d'une collection d'instruments. Tout au long du livre, les outils de gestion seront présentés à travers leurs forces et leurs limites, avec l'objectif de les interroger quant à leur pertinence et leurs implications pour le secteur public.

Cet ouvrage analyse les différents types de leadership, évalue les problèmes de communication et précise l'importance des contrôles. Il présente les théories traditionnelles de motivation, et aborde la question de la motivation au sein du service public. Il expose enfin des théories de management dans un contexte public et des réflexions sur des expériences concrètes pour aider le lecteur à mieux comprendre les enjeux du management public.

To achieve that potential, both the promises and the perils of innovation must be investigated, including the risks and opportunities of joint procurement across borders in the European Union and the United States. This in-depth research investigates innovation in public procurement from three different perspectives. First, leading academics and practitioners assess the purchase of innovation, with a particular focus on urban public contracting in smart cities involving meta-infrastructures, public-private partnership arrangements and smart contracts. A second line of inquiry looks for ways to encourage innovative suppliers. Here, the collected authors draw on emerging lessons from the US and Europe, to explore both the costs and the benefits of spurring innovation through procurement. A third perspective looks to various innovations in the procurement process itself, with a focus on the effects of joint and cross-border procurement in the EU and US landscapes. The chapters review new technologies and platforms, the increasingly automated means of selecting suppliers, and the related efficiencies that “big data” can bring to public procurement.
