Book excerpt: The past few years have shown a considerable decrease in the Italian economy, with an increase in the economic gap between Southern territories and the rest of the country. It is known that economic growth is strongly linked with the training of qualified human resources, and that this training starts at an early age: experts have long advocated for the great importance of an early education, starting with kindergartens and nursery schools, and following further to primary and secondary education. OECD data for Italy shows considerable gap in learning between students in the North and Centre of the country and students in the South (Asso et al., 2015, p.73). In the South, and in Sicily in particular, schools face many more obstacles in providing good quality education compared to schools in the North, as evidenced by INVALSI data (Asso et al., 2015 p. 50). Therefore, the focus of this field study is on the Sicilian region Sicilian secondary-school students have the lowest scoring percentage nationwide for INVALSI tests, both in Italian language and Maths. Moreover, there are other indicators of learning pertaining to the functioning and the shape of schools, sourced from ISTAT and INVALSI, which provide further evidence for the gap between the South (Sicily in particular) and the North. For instance, ISTAT shows significantly higher early school leaving rates for the Southern region, compared to the Northern one. Furthermore, the government expenditure on education in Italy (total 4.14% of GDP according to Eurostat (2011) is far lower than the international average. State funds cover about 80% of expenses, including the cost of teachers based on parameters fixed nationwide, while local authorities (Regions, Provinces and Municipalities) cover the costs of canteens, transport and maintenance. Sicily's local authorities provide the lowest funding to schools across all Italian regions. Furthermore, according to the socio-economic indicators, the Southern region of Italy (incl. Sicily) is much poorer and more disadvantaged. According to Asso et al (2014), it is characterised by a higher crime rate than in the rest of Italy.

Drawing on historical and empirical research methods the book arises out of an ethnographic study, which investigates the extent to which the policy of integrazione scolastica can be considered an inclusive policy. The author poses two fundamental questions: why are there episodes of micro-exclusion and discrimination against disabled pupils still taking place in regular schools after more than 30 years have passed since the enactment of such a progressive policy? Can the policy of integration lead to the development of inclusion in Italy? The research findings presented in the book indicate that exclusion and discrimination towards disabled pupils in education do not result from a lack of implementation of the policy at a school level, rather from the perpetuation of dominant discourses, which construct disability as an individual deficit. The book does not deny the progress made in the country following the application of this anti-discriminatory policy; rather it challenges the hegemonic abilist culture and the traditional perspectives of disability and schooling that undermine the development of inclusive education. After having investigated the theoretical premises of the policy of integration, the author argues that this progressive policy is still rooted in a special needs education paradigm and that what was once a liberating policy has been transformed into a hegemonic tool which still manages, controls and normalizes disability leaving school settings and teaching and learning routines unchanged. She finally argues for a human rights approach for the development of an inclusive school for the 21st century. The book is an essential reading for academics, policy makers, researchers and students involved in education as it links ideological pressures to practical analyses.

The Italian Ministry of Education, Universities and Research asked the OECD to review its Plan from an international perspective and to suggest improvements. The small budget of the Plan has limited the effectiveness of its diverse initiatives. In its current design, a significant rise of the budget of the plan through public or private sources is a necessary condition for its success. Given current budgetary constraints, a significant budget increase may be difficult, and the report proposes to revise some features of the Plan in order to achieve two objectives: 1) speed up the uptake of ICT in Italian schools and classrooms; 2) create an Innovation Laboratory Network of test bed schools piloting and inventing new pedagogic and organisational practices to improve Italian education, by refocusing the innovation projects on the school 2.0 (scuol@ 2.0) initiative.
