Book excerpt: The circular economy is a policy approach and business strategy that aims to improve resource productivity, promote sustainable consumption and production and reduce environmental impacts. This book examines the relevance of the circular economy in the context of developing countries, something which to date is little understood. This volume highlights examples of circular economy practices in developing country contexts in relation to small and medium enterprises (SMEs), informal sector recycling and national policy approaches. It examines a broad range of case studies, including Argentina, Brazil, China, Colombia, India, Indonesia, Kenya, South Africa, and Thailand, and illustrates how the circular economy can be used as a new lens and possible solution to cross-cutting development issues of pollution and waste, employment, health, urbanisation and green industrialisation. In addition to more technical and policy oriented contributions, the book also critically discusses existing narratives and pathways of the circular economy in the global North and South, and how these differ or possibly even conflict with each other. Finally, the book critically examines under what conditions the circular economy will be able to reduce global inequalities and promote human development in the context of the Sustainable Development Goals. Materials are vital to modern society, but their production is an important source of greenhouse gases. Emissions from material production are now comparable to those from agriculture, forestry, and land use change combined, yet they have received much less attention from the climate policy community. The IPR authors propose looking beyond energy efficiency to reduce global carbon footprint. This report was developed by the IRP in response to a request from the Group of 7. It conducts a rigorous assessment of the contribution of material efficiency to GHG abatement strategies. More concretely, it assesses the potential reduction of GHG emissions from material efficiency strategies applied in residential buildings and light duty vehicles, and reviews policies that address these strategies. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
