It was a political imperative for the Empire to present itself to Muslims as a friend and protector, to take seriously what one scholar called its role as “the greatest Mohamedan power in the world.” Few tasks were more important than engagement with the pilgrimage to Mecca. Every year, tens of thousands of Muslims set out for Mecca from imperial territories throughout Africa, the Middle East, and Asia, from the Atlantic Ocean to the South China Sea. Men and women representing all economic classes and scores of ethnic and linguistic groups made extraordinary journeys across waterways, deserts, and savannahs, creating huge challenges for officials charged with the administration of these pilgrims. They had to balance the religious obligation to travel against the desire to control the pilgrims’ movements, and they became responsible for the care of those who ran out of money. John Slight traces the Empire’s complex interactions with the Hajj from the 1860s, when an outbreak of cholera led Britain to engage reluctantly in medical regulation of pilgrims, to the Suez Crisis of 1956. The story draws on a varied cast of characters—Richard Burton, Thomas Cook, the Begums of Bhopal, Lawrence of Arabia, and frontline imperial officials, many of them Muslim—and gives voice throughout to the pilgrims themselves. The British Empire and the Hajj is a crucial resource for understanding how this episode in imperial history was experienced by rulers and ruled alike.

Book excerpt: This monograph uses the latest archaeological results from Mongolia and the surrounding areas of Inner Asia to propose a novel understanding of nomadic statehood, political economy, and the nature of interaction with ancient China. In contrast to the common view of the Eurasian steppe as a dependent periphery of Old World centers, this work views Inner Asia as a locus of enormous influence on neighboring civilizations, primarily through the development and transmission of diverse organizational models, technologies, and socio-political traditions. This work explores the spatial management of political relationships within the pastoral nomadic setting during the first millennium BCE and argues that a culture of mobility, horse-based transport, and long-distance networking promoted a unique variant of statehood. Although states of the eastern steppe were geographically large and hierarchical, these polities also relied on techniques of distributed authority, multiple centers, flexible structures, and ceremonialism to accommodate a largely mobile and dispersed populace. This expertise in “spatial politics” set the stage early on for the expansionistic success of later Asian empires under the Mongols and Manchus. Inner Asia and the Spatial Politics of Empire brings a distinctly anthropological treatment to the prehistory of Mongolia and is the first major work to explore key issues in the archaeology of eastern Eurasia using a comparative framework. The monograph adds significantly to anthropological theory on interaction between states and outlying regions, the emergence of secondary complexity, and the growth of imperial traditions. Based on this approach, the window of Inner Asian prehistory offers a novel opportunity to investigate the varied ways that complex societies grow and the processes articulating adjacent societies in networks of mutual transformation.

Situated at the farthest frontier of Napoleon’s “outer empire,” Andalucía remained under French control only briefly—for two-and-a-half years—and never experienced the normal functions of French rule. In this groundbreaking examination of the Peninsular War, Charles J. Esdaile moves beyond traditional military history to examine the French occupation of Andalucía and the origins and results of the region’s complex and chaotic response. Disillusioned by the Spanish provisional government and largely unprotected, Andalucía scarcely fired a shot in its defense when Joseph Bonaparte’s army invaded the region in 1810. The subsequent French occupation, however, broke down in the face of multiple difficulties, the most important of which were geography and the continued presence in the region of substantial forces of regular troops. Drawing on British, French, and Spanish sources that are all but unknown, Esdaile describes the social, cultural, geographical, political, and military conditions that combined to make Andalucía particularly resistant to French rule. Esdaile’s study is a significant contribution to the new field sometimes known as occupation studies, which focuses on the ways a victorious army attempts to reconcile a conquered populace to the new political order. Combining military history with political and social history, Outpost of Empire delineates what we now call the cultural terrain of war. The problems that gave rise to the widespread desire to introduce a common a currency were myriad. While trade was able to cope with-and even to benefit from-the parallel circulation of many different types of coin, it nevertheless harmed both the common people and the political authorities. The authorities in particular suffered from neighbours who used their comparatively good money as raw material to mint poor imitations. Debasing their own coinage provided an, at best, short-term solution. Over the medium and long term, it drove the members of the Empire into rounds of competitive debasements, until they realised that a common currency was the only answer that addressed the core of the problem. Oliver Volckart examines the conditions that shaped the monetary outlook of the member states of the Empire, paying particular attention to the uneven access to silver and gold. Following closely the negotiations that prepared the common currency, he is able to illuminate the interest groups that were formed, what their agendas and ulterior motives were, how alliances were forged, and how it was eventually possible to obtain majority agreement on what a common currency should look like: a silver-based currency that was introduced in 1559-66. In fact, in contrast to what historians once believed, the common currency they achieved turns out to have functioned not significantly worse than other currencies of the time: it had similar problems and similar advantages as the money issued by more centralized governments.
