Book excerpt: Los servicios sociales son el conjunto de servicios y actuaciones orientados a mejorar el bienestar social de la ciudadan?a mediante la prestaci?n de informaci?n, atenci?n y apoyo a las personas y los colectivos vulnerables. Los diferentes servicios son un acompa?amiento a situaciones personales, familiares o sociales que requieren apoyo, mediante una valoraci?n de la situaci?n y la definici?n de un plan de trabajo, y tambi?n sirven de orientaci?n sobre los recursos, las prestaciones y los servicios m?s adecuados a las necesidades concretas. Los otros dos pilares son el de los servicios sanitarios, el de los servicios educativos y el de las pensiones o prestaciones econ?micas de garant?a de ingresos para la subsistencia. El grado de dependencia de una persona mayor, esto es, las limitaciones que presenta para realizar sin ayuda una o m?s tareas b?sicas de la vida cotidiana, no responde a una f?rmula matem?tica. Aunque la vinculaci?n general entre enfermedad e incapacidad es innegable, su desarrollo depende tambi?n de distintos factores que se deben controlar y analizar de manera individual. Algunas personas mayores que padecen el mismo mal que otras se desenvuelven mucho mejor en su vida diaria. En otras ocasiones, personas sin una enfermedad que se pueda considerar generadora de incapacidad presentan una gran dependencia de los dem?s. Esta p?rdida de capacidad funcional de dif?cil justificaci?n es un fen?meno frecuente que los expertos denominan exceso de incapacidad. El exceso de incapacidad puede definirse como un nivel de funcionamiento de la persona en el desempe?o de las actividades necesarias para la vida cotidiana inferior al atribuible a sus condiciones de salud. Determinados aspectos psicol?gicos y socioambientales son los responsables de que algunas personas act?en por debajo de su capacidad real. Una parte sustancial de la incapacidad se debe al padecimiento de enfermedades y a otras circunstancias f?sicas, pero otra parte debe vincularse a factores contextuales, sobre los que se puede intervenir con cierta facilidad, incluso desde la propia familia. Estos factores se refieren de manera fundamental a dos campos: -El entorno f?sico en el que viven las familias. -Las actitudes y conductas de las personas cercanas a la persona mayor que pueden favorecer bien su dependencia, bien su autonom?a. En definitiva, una parte sustancial de la dependencia se debe al padecimiento de enfermedades y a otras circunstancias f?sicas, pero otra parte de la incapacidad que muestran las personas mayores debe atribuirse a factores contextuales, sobre los que se puede intervenir f?cilmente, incluso desde la propia familia.

Guy shows how feminists, social workers, and female philanthropists contributed to the emergence of the Argentine welfare state through their advocacy of child welfare and family-law reform. From the creation of the government-subsidized Society of Beneficence in 1823, women were at the forefront of the child-focused philanthropic and municipal groups that proliferated first to address the impact of urbanization, European immigration, and high infant mortality rates, and later to meet the needs of wayward, abandoned, and delinquent children. Women staffed child-centered organizations that received subsidies from all levels of government. Their interest in children also led them into the battle for female suffrage and the campaign to promote the legal adoption of children. When Juan Perón expanded the welfare system during his presidency (1946–1955), he reorganized private charitable organizations that had, until then, often been led by elite and immigrant women. Drawing on extensive research in Argentine archives, Guy reveals significant continuities in Argentine history, including the rise of a liberal state that subsidized all kinds of women’s and religious groups. State and private welfare efforts became more organized in the 1930s and reached a pinnacle under Juan Perón, when men took over the welfare state and philanthropic and feminist women’s influence on child-welfare activities and policy declined. Comparing the rise of Argentina’s welfare state with the development of others around the world, Guy considers both why women’s child-welfare initiatives have not received more attention in historical accounts and whether the welfare state emerges from the top down or from the bottom up.
