In developing Asia, rapid growth in countries and sub-regions such as China, India, and Southeast Asia has lifted millions out of poverty, but progress has been uneven. On the other hand, the current coronavirus (COVID-19) pandemic and the global economic recession that it has caused are pushing millions of people back into poverty. Poverty reduction, inclusive growth, and sustainable development are inseparable, and poverty reduction is the premise for sustainable development. The Sustainable Development Goals (SDGs) are a bold commitment to finish what we started and end poverty in all forms and dimensions by 2030. However, because of the current global recession, the world is not on track to end poverty by 2030. Given the aforementioned situation, if we plan to achieve the no-poverty target in line with the SDGs, governments need to reconsider their policies and economies need to allocate their resources for this aim. Owing to the importance of the topic, this book provides several thematic and empirical studies on the roles of small and medium-sized enterprises, local businesses and trusts, international remittances and microfinance, energy security and energy efficiency in poverty reduction, and inclusive growth.

Book excerpt: Despite the rapid economic growth and poverty reduction, inequality in Asia worsened during last two decades. We focus on the determinants of growth inclusiveness and suggest options for reform. A cross cross-country empirical analysis suggests that fiscal redistribution, monetary policy aimed at macro stability, and structural reforms to stimulate trade, reduce unemployment and increase productivity are important determinants of inclusive growth. The main policy implication of our analysis is that there is still room to strengthen such policies in Asia to better achieve growth with shared prosperity. In particular, scenario simulations based on our results suggests that the effect of expanding fiscal redistribution on inclusive growth could be sizeable in emerging Asia, since the estimated improvement in our proxy of inclusive growth – a measure of growth in average income “corrected” for the equity impact—ranges from about 1 to about 8 percentage points.

It finds that while poverty has fallen across the region over the last two decades, inequality has increased, dampening the impact of growth on poverty reduction. As a result, relative to other emerging and developing regions and to Asia’s own past, the recent period of growth has been both less inclusive and less pro-poor. Our analysis suggests a number of policies that could help redress these trends and broaden the benefits of growth in Asia. These include fiscal policies to increase spending on health, education, and social safetynets; labor market reforms to boost the labor share of total income; and reforms to make financial systems more inclusive.

Book excerpt: While Asia has seen faster poverty reduction accompanying rapid economic growth compared with the rest of the world, the Philippine experience has been a glaring exception, as growth has generally been slower and poverty has actually risen even with record economic growth. The Asian Development Bank has identified four critical constraints as having impeded Philippine economic growth: (i) tight fiscal situation; (ii) inadequate infrastructure, particularly in electricity and transport; (iii) weak investor confidence due to governance concerns; and (iv) inability to address market failures leading to a small and narrow industrial base. In light of this, dramatic improvements in revenue generation, infrastructure provision, and enterprise development assume central importance in the government's economic policy agenda. The study identifies needed measures supporting these thrusts, along with key sector growth drivers that would ensure both accelerated growth and broad-based participation and benefits within the economy. But all these will have little success without a governance and institutional reform agenda that would restore the public's overall trust in government, the lack of which has led to low tax compliance, inhibited investment, and in turn constrained growth of the economy through the years. Overcoming this will require decisive actions on several fronts from the new Aquino administration.

In short, these social development gaps undermine efforts to achieving the 2030 Agenda for Sustainable Development.Sustainable Social Development in Asia and the Pacific summarizes the social development gaps as countries in the region take steps to achieve the SDGs, and sketches out a broad regional agenda for a people-centred transformation, outlining some of the key priorities and resources needed. The policy simulations reported here clearly indicate that acceleration of economic growth alone would not address the remaining development gaps. Changing the development paradigm to ensure more decent jobs, complemented by broadened coverage of social protection and universal education and health care is critical for eliminating extreme poverty from the region and achieving the other SDGs. Asia and the Pacific is already the most dynamic region in the world. By harnessing the potential of its people, the region can also be at the forefront of a global social transformation for a prosperous, inclusive and sustainable future for all.
