These deaths and the subsequent public outcry have led to various constituents questioning the legitimacy of the police. The book incorporates real stories of police officers and case studies of select police organizations. A look inside a number of these departments has identified an equal concern for incivility within the workplace in the form of gender and ethnic harassment and discrimination. The costs of workplace incivility can be significant as workplace victims are not only likely to decrease their work effort, quality of work, and their level of commitment to the organization, they are also likely to mistreat others in the workplace and to take their frustrations out on those they serve. While these costs have a significant impact for police organizations, incivility by police officers against members of the public can have a much greater impact in terms of eroding perceptions of police legitimacy. Book excerpt: The Los Angeles Police Department (LAPD) is in the middle of a five-year hiring plan to increase the number of sworn officers in the department by 1,000 and achieve a force strength of more than 10,000 officers for the first time in its history. Thus far, working together with the City of Los Angeles Personnel Department's Public Safety Bureau (PSB), the LAPD is on track to achieve this ambitious goal. However, the personnel department and the LAPD have been operating close to the margin, often meeting their hiring quota at the very end of the month. In addition, the LAPD is under consent decrees that stipulate greater diversity in hiring its officers. This book assists the LAPD in achieving its recruiting and diversity goals by offering ways to improve productivity and efficiency in the recruiting process. It begins by identifying potential untapped local recruiting markets. It also provides a model of viable candidates that the LAPD and the personnel department can use to target its recruitment and to prioritize applicants while still maintaining its diversity hiring goal. Book excerpt: "This report describes the results of the Law Enforcement Futuring Workshop, which was held at RAND's Washington Office in Arlington, Virginia, from July 22 to 25, 2014. The objective of this workshop was to identify high-priority technology needs for law enforcement based on consideration of current and future trends in society, technology, and law enforcement over a ten- to 20-year time period. During the workshop, participants developed sets of future scenarios, constructed pathways from the present to alternative futures, and considered how law enforcement use of technology might affect these pathways. They then identified technology needs (including training and changes in policies or practice) that, if addressed, could enable pathways to desirable futures or prevent or mitigate the effects of pathways to undesirable futures. On the final days of the workshop, the technology needs were prioritized using a Delphi method. The output of this workshop described in the report included ten future scenarios and 30 technology needs. The technology needs fell into three general categories--technology-related knowledge and practice, information sharing and use, and technology research and development--and were placed into three priority tiers"--Back cover.

Book excerpt: Since Hurricane Katrina, resignations from the New Orleans Police Department (NOPD) have increased, and the department went more than a year without recruiting enough candidates to justify a police academy training course. The authors present practical recommendations for change that could help the NOPD improve recruiting and retention. Issues addressed include the lack of affordable post-Katrina housing, the fact that the families of many police officers no longer live in the New Orleans area, the destroyed departmental infrastructure, and a budget that does not provide enough resources to meet basic needs. They focus on compensation, including housing; the promotion process and the career management system; recruiting; the mix of officers and civilians; and ways to improve the morale of the NOPD. The recommendations, which are specifically tailored to the unique circumstances of the NOPD, include (1) using civilian employees, where appropriate, for jobs currently being performed by uniformed officers; (2) developing a proactive recruiting program; (3) offering some of the city's housing stock in-kind to police officers or selling the property and using the proceeds to improve compensation; (4) increasing the frequency of promotion examinations; (5) eliminating the backlog of promotions to higher levels in the department; (6) restructuring compensation to attract recruits and retain serving officers; (7) establishing a first-responders charter school; and (8) rebuilding the police infrastructure to improve morale.
