Book Department of Defense Policies and Procedures for the Acquisition of Information Technology

Download or read book Department of Defense Policies and Procedures for the Acquisition of Information Technology written by and published by DIANE Publishing. This book was released on 2009-11 with total page 109 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report examines the challenges facing the DoD in acquiring information technology (IT) and offers recommendations to improve current circumstances. The fundamental problem DoD faces is that the deliberate process through which weapon systems and IT are acquired does not match the speed at which new IT capabilities are being introduced in today¿s information age. Consequently, the principal recommendation of the study is that DoD needs a new acquisition system for IT. Roles and responsibilities for those involved in the acquisition process must be clarified and strengthened and the IT system acquisition skills required in the workforce must also be strengthened. Book Major automated information systems selected defense programs need to implement key acquisition practices

Download or read book Major automated information systems selected defense programs need to implement key acquisition practices written by and published by . This book was released on 2014 with total page 95 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Defense Authorization Act for Fiscal Year 2012 mandated that GAO select and assess DOD MAIS programs annually through March 2018. This report discusses the results of GAO's second annual assessment. Based on the act's requirements, GAO's objectives were to (1) describe the extent to which selected MAIS programs have changed their planned cost and schedule estimates and met performance targets; (2) assess selected MAIS programs' actions to manage risks; and (3) assess the extent to which selected MAIS programs used key information technology acquisition best practices. To do so, GAO selected 15 of the 42 DOD MAIS programs based on several factors, including representation from multiple DOD components, and summarized the results of analyses of cost, schedule, and performance across the programs. Further, GAO selected 3 of the 15 programs (1 each from DHA, DLA, and Navy) and assessed them against best practices for risk management, requirements management, and project monitoring and control. GAO recommends that DOD direct the programs to address respective weaknesses in their risk management, requirements management, and project monitoring and control practices. DOD concurred with six of GAO's recommendations and partially concurred with the remaining two. GAO maintains that it is important that the DHA program trace all capabilities to their associated requirements and update its capabilities baseline to reflect program scope changes.

Book excerpt: The DoD is the fed. government¿s largest purchaser of contractor-provided services, obligating more than $207 billion in FY 2009. The Nat. Defense Author. The Act required that the guidance provide a means to evaluate specific contracting issues. This report: (1) assessed the extent to which DoD¿s guidance addressed the Act¿s requirements and how the guidance was implemented; and (2) determined the status of actions taken by the military departments pursuant to DoD¿s guidance. The report obtained data on the number of reviews conducted as of Sept. 2009; and analyzed memoranda of 29 acquisitions valued at over $1 billion.

Book Defense Acquisitions

Download or read book Defense Acquisitions written by and published by . This book was released on 2007 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: Numerous persistent problems have resulted in reduced effectiveness and have exposed DOD to unnecessary risks when acquiring services. The growth in obligations on service contracts from $85.1 billion in fiscal year 1996 to more than $151 billion in fiscal year 2006 reflects a growing reliance on contractors to provide a range of mission-critical services. At the same time, DOD's civilian workforce was downsized without sufficient attention to requisite skills and competencies. Within this environment, our work, as well as that of some agency Inspectors General, have identified numerous instances of weak business practices poorly defined requirements, inadequate competition, insufficient guidance and leadership, inadequate monitoring of contractor performance, and inappropriate uses of other agencies contracts and contracting services. Collectively, these problems expose DOD to unnecessary risk, complicate efforts to hold DOD and contractors accountable for poor acquisition outcomes, and increase the potential for fraud, waste, or abuse of taxpayer dollars. DOD's structure and processes for managing services do not position the department to make service acquisitions a managed outcome. DOD has taken some actions to improve its management of services, including developing a competency model for its contracting workforce; issuing policies and guidance to improve DOD s management of contractors supporting deployed forces and its use of interagency contracts; and developing an integrated assessment of how best to acquire services. DOD leadership will be critical for translating this assessment and other actions into effective frontline practices. At this point, however, DOD does not know how well its services acquisition processes are working and whether it is obtaining the services it needs while protecting DOD's and the taxpayer's interests.
