Safeguarding the Bioeconomy evaluates preexisting and potential approaches for assessing the value of the bioeconomy and identifies intangible assets not sufficiently captured or that are missing from U.S. assessments. This study considers strategies for safeguarding and sustaining the economic activity driven by research and innovation in the life sciences. It also presents ideas for horizon scanning mechanisms to identify new technologies, markets, and data sources that have the potential to drive future development of the bioeconomy.

Book excerpt: As future generation information technology (FGIT) becomes specialized and fr- mented, it is easy to lose sight that many topics in FGIT have common threads and, because of this, advances in one discipline may be transmitted to others. Presentation of recent results obtained in different disciplines encourages this interchange for the advancement of FGIT as a whole. Of particular interest are hybrid solutions that c- bine ideas taken from multiple disciplines in order to achieve something more signi- cant than the sum of the individual parts. Through such hybrid philosophy, a new principle can be discovered, which has the propensity to propagate throughout mul- faceted disciplines. FGIT 2009 was the first mega-conference that attempted to follow the above idea of hybridization in FGIT in a form of multiple events related to particular disciplines of IT, conducted by separate scientific committees, but coordinated in order to expose the most important contributions. Book excerpt: This book aims to identify promising future developmental opportunities and applications for Tech Mining. Specifically, the enclosed contributions will pursue three converging themes: The increasing availability of electronic text data resources relating to Science, Technology and Innovation (ST&I). The multiple methods that are able to treat this data effectively and incorporate means to tap into human expertise and interests. Translating those analyses to provide useful intelligence on likely future developments of particular emerging S&T targets. Tech Mining can be defined as text analyses of ST&I information resources to generate Competitive Technical Intelligence (CTI). It combines bibliometrics and advanced text analytic, drawing on specialized knowledge pertaining to ST&I. Tech Mining may also be viewed as a special form of “Big Data” analytics because it searches on a target emerging technology (or key organization) of interest in global databases. One then downloads, typically, thousands of field-structured text records (usually abstracts), and analyses those for useful CTI. Forecasting Innovation Pathways (FIP) is a methodology drawing on Tech Mining plus additional steps to elicit stakeholder and expert knowledge to link recent ST&I activity to likely future development. A decade ago, we demeaned Management of Technology (MOT) as somewhat self-satisfied and ignorant. Most technology managers relied overwhelmingly on casual human judgment, largely oblivious of the potential of empirical analyses to inform R&D management and science policy. CTI, Tech Mining, and FIP are changing that. The accumulation of Tech Mining research over the past decade offers a rich resource of means to get at emerging technology developments and organizational networks to date. Efforts to bridge from those recent histories of development to project likely FIP, however, prove considerably harder. One focus of this volume is to extend the repertoire of information resources; that will enrich FIP. Featuring cases of novel approaches and applications of Tech Mining and FIP, this volume will present frontier advances in ST&I text analytics that will be of interest to students, researchers, practitioners, scholars and policy makers in the fields of R&D planning, technology management, science policy and innovation strategy.

Data management services are highlighted in the context of a consortium of smaller liberal arts and regional institutions who share a common institutional repository. Survey research plays a role in a number of chapters. One provides insight into how academic libraries are currently approaching web services, web applications, and library websites. A second survey is used to explore the role of librarians as web designers, and provides detailed information related to job titles, job duties, time percentages related to duties, and other duties outside of web design. Comments of those surveyed are included and make interesting reading and a deeper understanding of this new function in libraries. More generally, is a survey study exploring how librarians feel about the changes that are currently happening within the profession, as well as how these changes have personally affected their job duties and their current job assignments. Case studies are include one that features QuestionPoint in the context of a cooperative virtual reference service; another shows how research and scholarship can be disseminated using social media tools such as blogs, Twitter, ResearchGate and Google Scholar, among others; a other studies explore the importance of user engagement and buy-in before moving forward on digitization; and one shows how information architecture and usability emerge from the redesign of a public library website and whose successful completion involves user surveying, focus groups, peer site reviews, needs analysis, and usability testing. Two chapters deal with the changing legal context: the importance and understanding of copyright and author rights in the 21st-century academic library, and the basics Family Educational Rights and Privacy Act (FERPA). It is hoped that this volume, and the series in general, will be a valuable and exciting addition to the discussions and planning surrounding the future directions, services, and careers in the 21st-century academic library.

In this detailed study, Ernest Cutler explores the troubling history of money changing hands, with none of it going to student athletes who are for some reason considered amateurs that should not be eligible for payment. He also takes a careful look about what such a system says about academic values and educational institutions, as well as how the system contributes to infractions by student-athletes, coaches, and athletic administrators. This research study is not intended to disrespect the NCAA, but it does seek to serve as a tool to change problematic policies that infringe upon the rights of current, former, and future student athletes.
