Book excerpt: While the Federal Aviation Administration (FAA) has taken steps to protect its air traffic control systems from cyber-based and other threats, significant security control weaknesses remain, threatening the agency's ability to ensure the safe and uninterrupted operation of the national airspace system (NAS). These include weaknesses in controls intended to prevent, limit, and detect unauthorised access to computer resources, such as controls for protecting system boundaries, identifying and authenticating users, authorising users to access systems, encrypting sensitive data, and auditing and monitoring activity on FAA's systems. Additionally, shortcomings in boundary protection controls between less-secure systems and the operational NAS environment increase the risk from these weaknesses. The objective of this book is to evaluate the extent to which FAA has effectively implemented information security controls to protect its air traffic control systems. This book also identifies the cybersecurity challenges facing FAA as it shifts to the NextGen ATC system and how FAA has begun addressing those challenges; and assesses the extent to which FAA and its contractors, in the acquisition of NextGen programs, have followed federal guidelines for incorporating cybersecurity controls.

Book excerpt: Pursuant to a congressional request, GAO provided information on the status of the Federal Aviation Administration's (FAA) computer security efforts, focusing on: (1) FAA's history of computer security weaknesses, as described in GAO's May 1998 and December 1999 reports, and GAO's prior recommendations to address those weaknesses; (2) FAA's progress in implementing GAO's recommendations and its own personnel security policy, including GAO's assessment of the adequacy of these actions; and (3) the preliminary results of GAO's ongoing work. GAO noted that: (1) FAA has a history of computer security weaknesses in a number of areas, including its physical security management at facilities that house air traffic control systems, systems security for both operational and future systems, management structure for implementing security policies, and personnel security; (2) over the last 3 years, GAO made 22 recommendations to FAA to address these security weaknesses; (3) while FAA is working to address computer security weaknesses, its progress has been slow in key areas; (4) GAO's ongoing work is finding that FAA still has much to do in the areas of physical, systems, and personnel security; (5) specifically, the agency has not yet completed efforts to accredit its facilities and systems as secure, and has not yet completed background checks on thousands of contractors actively working on FAA contracts; and (6) until it does so, the agency will continue to have undue exposure to intrusions and malicious attacks on its facilities, information, and resources.

Book excerpt: The Federal Aviation Administration (FAA) was ineffective in all critical areas included in GAO's computer security review--facilities physical security, operational systems information security, future systems modernization security, and management structure and policy implementation. Because physical security is the agency's first line of defense against criminal and terrorist attack, the failure to beef up physical security at air traffic control towers, terminal radar approach control facilities, and en route centers places property and the safety of the flying public at risk. Information security safeguards cannot be fully effective as long as FAA continues to operate with significant physical security vulnerabilities. Also, because FAA has not assessed physical security controls at all its facilities since 1993, it does not know how vulnerable they are. Similarly, FAA does not know how vulnerable its operational air traffic control systems are and cannot adequately protect them until it performs the appropriate system risk assessments and certifies and accredits air traffic control systems. Moreover, FAA is not effectively incorporating security controls into new air traffic control systems. Until FAA carries out its computer security responsibilities, sensitive information is at risk of being compromised and flight services interrupted.
