Book excerpt: Owing to the expansion of network-centric operating concepts across the Department of Defense (DOD) and the growing threat to information and cybersecurity from lone actors, groups of like-minded actors, nation-states, and malicious insiders, information assurance is an area of significant and growing importance and concern. Because of the forward positioning of both the Navy's afloat and the Marine Corps expeditionary forces, IA issues for naval forces are exacerbated, and are tightly linked to operational success. Broad-based IA success is viewed by the NRC's Committee on Information Assurance for Network-Centric Naval Forces as providing a central underpinning to the DOD's network-centric operational concept and the Department of the Navy's (DON's) FORCEnet operational vision. Accordingly, this report provides a view and analysis of information assurance in the context of naval 'mission assurance'.

A key aspect of this construct is the need for flexible, adaptive command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems. To assist development of this capability, the Navy asked the NRC to examine C4ISR for carrier, expeditionary, and strike and missile defense strike groups, and for expeditionary strike forces. This report provides an assessment of C4ISR capabilities for each type of strike group; recommendations for C4ISR architecture for use in major combat operations; promising technology trends; and an examination of organizational improvements that can enable the recommended architecture.

Irrespective of terrorist threats and local insurgencies, the present international structure is remarkably stable - none of the major powers seeks to alter the system from its present liberal character, as demonstrated by the lack of a military response to US military primacy. This primacy privileges the American military doctrine and thus the importance of NCW, which promises a future of rapid, precise, and highly efficient operations, but also a future predicated on the ‘digitization’ of the battle space. Participation in future American-led military endeavours will require coalition partners to be networked: ‘interoperability’ will therefore be a key consideration of a partner’s strategic worth. Network Centric Warfare and Coalition Operations will be of great interest to students of strategic studies, international security, US foreign policy and international relations in general.

The ability to operate from a sea base, therefore, is likely to become more and more important. The Defense Science Board recently concluded that Sea Basing will be a critical future joint military capability and that DOD should proceed to develop such capability. Following the DSB report, the Navy requested that the National Research Council (NRC) convene a workshop to assess the science and technology base, both inside and outside the Navy, for developing Sea Basing and to identify R&D for supporting future concepts. This report of the workshop includes an examination of Sea Basing operational concepts; ship and aircraft technology available to make Sea Basing work; and issues involved in creating the sea base as a joint system of systems.

To assist in performing this task, the Technology Warning Division of the Defense Intelligence Agency (DIA) asked the National Research Council (NRC) to undertake a study examining technology warning issues. This report provides the first part of that study. It presents an assessment of critical, evolving technologies; postulates ways potential adversaries could disrupt these technologies; and provides indicators for the intelligence community to determine if such methods are under development. The intention of this report is to establish the foundation for a long-term relationship with the technology warning community to support the examination of technology warning issues.

Book excerpt: From a military operational standpoint, surprise is an event or capability that could affect the outcome of a mission or campaign for which preparations are not in place. By definition, it is not possible to truly anticipate surprise. It is only possible to prevent it (in the sense of minimizing the number of possible surprises by appropriate planning), to create systems that are resilient to an adversary's unexpected actions, or to rapidly and effectively respond when surprised. Responding to Capability Surprise examines the issues surrounding capability surprise, both operational and technical, facing the U.S. Navy, Marine Corps, and Coast Guard. This report selects a few surprises from across a continuum of surprises, from disruptive technologies, to intelligence-inferred capability developments, to operational deployments, and assesses what the Naval Forces are doing (and could do) about them while being mindful of future budgetary declines. The report then examines which processes are in place or could be in place in the Navy, the Marine Corps, and the Coast Guard to address such surprises. Today's U.S. naval forces continue to face a wide range of potential threats in the indefinite future and for this reason must continue to balance and meet their force structure needs. The recommendations of Responding to Capability Surprise will help to ensure more responsive, more resilient, and more adaptive behavior across the organization from the most senior leadership to the individual sailors, Marines, and Coast Guardsmen.

NCO relies on computer equipment and networked communications technology to provide a shared awareness of the battle space for U.S. forces. Proponents say that a shared awareness increases synergy for command and control, resulting in superior decision-making, and the ability to coordinate complex military operations over long distances for an overwhelming war-fighting advantage. NCO technology saw limited deployment in Afghanistan and, more recently, increased deployment in Operation Iraqi Freedom (OIF). This report, issued in 2007, provides background information and discusses possible oversight issues for Congress regarding DOD's strategy for implementing NCO, which formed a central part of the Bush Administration's plans for defense transformation.
