Book excerpt: Like the industrial revolution before it, the information technology revolution appears to be creating a new ruling class, a new economy and a new society. Information technology is also transforming military operations and warfare. A vast literature on the revolution in military affairs (or "RMA") cites the important (indeed, dominant) role of information technology in enabling a new military revolution. This volume challenges conventional wisdom not by claiming that information's impact on military operations is not "positive" or "transformative" but by claiming its impact is not "new". Previous periods of military revolution can also be characterized as information revolutions. Through the close examination of six case studies of military transformation during the industrial age, the contributors to this volume demonstrate how the employment of emerging information systems was critical to realizing a major boost in military effectiveness. The most successful adaptations to the new environment were made by the most skillful users of information. This volume draws upon the expertise of leading military historians, political scientists and defense practitioners to craft a set of original essays that provide the first retrospective examination of how information affects the process of military revolution. This book was previously published as a special issue of the Journal of Strategic Studies.

Available in PDF, EPUB and Kindle. Book excerpt: In April 1994, the Army War College and the Strategic Studies Institute hosted the Fifth Annual Strategy Conference. The theme of this year's conference was "The Revolution in Military Affairs (RMA): Defining an Army for the 21st Century." Jeffrey R. Cooper presented the following paper as part of an opening panel which sought to define the RMA. He urges defense planners to determine what strategic--as opposed to operational-- benefits might be derived from the RMA. He contends that making the internal reforms that will be required will be as challenging as coming to terms with the operational and strategic implications of the new technologies. The first requirement is to understand the parameters and dynamics of this particular revolution in military affairs. Mr. Cooper puts the RMA in historical perspective by discussing the relationships among technology, socioeconomic, and political change, and their implications for warfare during the Napoleonic era, the mid-19th century, and World Wars I and II. He argues that, in the past, dramatic technological change affected warfare in different ways. Mr. Cooper warns that by using the RMA to define a "technical legacy" we make three errors. First, such an approach could lead to a fruitless search for a "silver bullet" technology on which to build the RMA. Second, the focus on technology could shift attention away from the critical issues of purpose, strategy, doctrine, operational innovation, and organizational adaptation. Finally, committing the first two errors will compound the problem by wasting very scarce defense resources on new programs and projects which may have little or nothing to do with the strategic situation. Military professionals and defense planners alike need to remind themselves that while technology can provide new capabilities, the strategic equation is not necessarily driven by technological innovation.

Book excerpt: The Revolution in Military Affairs (RMA), unleashed by the integration of information technologies into weapons systems, military units, and operations is a phenomenon whose impacts have been felt well beyond the Gulf in 1991 or the Balkans in 1999. Technological developments lie at the center of these changes; however, the RMA is about more than technology. It includes the consequences of technological changes for defense and security. This study provides an assessment of the RMA that goes beyond a mere description of new defense-related technologies to deal with deeper, more fundamental issues. Through the contributions of American, Canadian, Chinese, and French experts, this book surveys the RMA from various perspectives and evaluates it from the standpoints of military history and military science. The authors conclude that, while the RMA represents a significant challenge for defense establishments, it may fall short of being truly revolutionary. Whether one looks at power projection or information warfare, it appears that emerging technologies will translate into significant improvements in capabilities, but not necessarily a revolution in warfare. From a comparative perspective, the United States remains well ahead in thinking of and implementing changes that stem from the RMA, although other nations may make selective use of the RMA to promote regional security goals.

While its collapse is tangible, the outcome of such a collapse remains a matter of speculation and public debate. The US is desperately seeking to preserve the status quo, which rests primarily upon recognition of its military supremacy. For millennia, warfare has been a driving force behind changes in the geopolitical status of power configurations (whether of peoples, states or empires), and it remains so, today. Accordingly, short of actual warfare, the assessment (modeling) of relative military power plays an inordinate role in the determination of national status. Models of emerging changes in military capability range from relatively simple to extremely complex ones. Viewing the evolution of the current system of international relations outside the framework of actual, rather than propaganda-driven, military capabilities is not only useless, it is dangerous since states’ mistaken assessment of their own and other states’ military power can lead to misadventures and catastrophic mistakes. The United States’ efforts to preserve not just its dominance but the perception of its dominance are bound to fail for many important reasons, none more important than what is often misidentified in past American military-theoretical hypotheses about the future of warfare, known generically as the Revolution in Military Affairs (RMA). This book explains why those hypotheses are failing and will continue to fail, and addresses the real RMA. In the end, technological development in weaponry as a response to tactical, operational and strategic requirements defines not only a nation’s geopolitical status but determines the global order. Assessments of military capacity, if reality-based, serve as good predictors of the level of volatility in international relations and the level of violence globally. This book gives an insight into the evolution of weapons and the way they influenced international relations in the 20th and 21st centuries. It also defines Revolution in Military Affairs as manifested via policy, politics, and technology. It reviews some models which are useful in assessing the current geopolitical situation. This book also tries to give a forecast of the future development of warfare and the ways in which it is going to change the whole system of the international relations, hopefully towards a new geopolitical equilibrium.

Subsequently, "transformation" has superceded it as the preferred term of art. For the better part of two decades, American defense professionals have been excited by the prospect of effecting a revolutionary change in the conduct and character of warfare. In this monograph, Dr. Colin S. Gray provides a critical audit of the great RMA debate and of some actual RMA behavior. He argues that the contexts of warfare are crucially important. Indeed so vital are the contexts that only a military transformation that allows for flexibility and adaptability will meet future strategic demands. Dr. Gray warns against a transformation that is highly potent only in a narrow range of strategic cases. In addition, he advises that the historical record demonstrates clearly that every revolutionary change in warfare eventually is more or less neutralized by antidotes of one kind or another (political, strategic, operational, tactical, and technological). He warns that the military effectiveness of a process of revolutionary change in a "way of war" can only be judged by the test of battle, and possibly not even then, if the terms of combat are very heavily weighted in favor of the United States. On balance, the concept of revolutionary change is found to be quite useful, provided it is employed and applied with some reservations and in a manner that allows for flexibility and adaptability. Above all else, the monograph insists, the contexts of warfare, especially the political, determine how effective a transforming military establishment will be.

The US developed technology and weaponry for about a decade without reconceptualizing the existing paradigm about the nature of warfare. Soviet 'new theory of victory' represented a conceptualization which chronologically preceded technological procurement. Israel was the first to utilize the weaponry on the battlefield, but was the last to develop a conceptual framework that acknowledged its revolutionary implications. Utilizing primary sources that had previously been completely inaccessible, and borrowing methods of analysis from political science, history, anthropology, and cognitive psychology, this book suggests a cultural explanation for this puzzling transformation in warfare. The Culture of Military Innovation offers a systematic, thorough, and unique analytical approach that may well be applicable in other perplexing strategic situations. Accordingly, it is important to the continued vitality and robustness of the U.S. defense posture for the DoD R&D community to be aware of technology developments that could revolutionize military operations in the future, and for the U.S. military services to be on the lookout for revolutionary ways in which to employ those technologies in warfare. This report examines the history of past RMAs, to see what can be learned from them regarding the challenge confronting the DoD today, when it has set out on a concerted effort to bring about a technology-driven transformation of the U.S. military to achieve the operational goals outlined in Joint Vision 2010. Among its many findings are three of particular note: RMAs are rarely brought about by dominant players (such as the U.S. military is today). For a dominant player to bring about an RMA requires a receptive organizational climate, fostering a continually refined vision of how war may change in the future and encouraging vigorous debate regarding the future of the organization; senior officers with traditional credentials willing to sponsor new ways of doing things and able to establish new promotion pathways for junior officers practicing a new way of war; mechanisms for experimentation, to discover, learn, test and demonstrate new ideas; and ways of responding positively to the results of successful experiments, in terms of doctrinal changes, acquisition programs, and force structure modifications. The DoD has some of these elements today, but is missing others. The report makes specific suggestions regarding ways of filling in the missing elements. Doing these things will facilitate DoD's force transformation activities and help ensure that the next RMA is brought about by the United States. and not some other nation.
