Het werd gedreven door de vier grote steden in de Randstad, die zich na de economische crises van de jaren zeventig en het gevoerde (gebundeld) deconcentratiebeleid geconfronteerd zagen met een enorm verlies aan midden- en hogere inkomensgroepen. Tegelijkertijd ontstonden nieuwe inzichten over het belang van krachtige steden in de opkomende mondiale netwerkeconomie. In combinatie daarmee kwamen ook duurzaamheid, mobiliteit en kwaliteit van het landelijk gebied in relatie tot die stedelijke opgave op de agenda. Vanuit die achtergrond werd het compactestadbeleid vanaf midden jaren tachtig op nationaal niveau geformaliseerd. De doorgezette mondialisering, informatisering, de veranderende economie en het toenemend belang van duurzame ruimtelijke ontwikkeling vragen om een hernieuwde invulling van compactestadbeleid. De actuele setting is wezenlijk anders dan die van zo'n kwart eeuw geleden.

Book excerpt: International human rights adjudicators, while facing urgent cases, have used provisional measures in order to prevent irreparable harm, e.g. to order States to halt an expulsion, the execution of a death sentence, destruction of the natural habitat, or to ensure access to health care in detention or protection against death threats. In the practice of the various adjudicators the traditional concept of provisional measures has undergone a process of humanisation. This book addresses the question how such provisional measures can be made as persuasive as possible. Apart from the Inter-American Court, none of the human rights adjudicators motivate or publish their provisional measures. Yet this book analyses their (best) practices and obstacles, determines the underlying rationale for their use of provisional measures and establishes the core of the concept of provisional measures that all adjudicators have in common. It argues that clarity on what belongs to the core of the concept, and on what does not belong to the concept at all, enhances the persuasive force of provisional measures. The practices of the international adjudicators made accessible in this book may prove useful in the ongoing cross-fertilization occurring among these adjudicators. Moreover, the analysis provided allows individual victims, their counsel, NGOs as well as international institutions to address more effectively urgent human rights cases. In most countries, modern health insurance funds and health care insurers are an essential role in implementing the public health insurance system. Many of these modern health insurance funds have a fascinating and long ancestry, clear traces of which can be seen today in the organisation of national health insurance, as well as the structure of health insurance funds and insurers. In their study Two Centuries of Solidarity, the authors compare health insurance, health insurance funds and health care insurers in Germany, Belgium and the Netherlands. Given the similar political, economic and social development that these countries have undergone in the past 60 years and the qualitatively high level of health care they provide, one might expect a degree of likeness in these countries' health care insurance systems. The dissimilarities are surprising, however. In fact, differences are becoming ever more apparent between the different national systems in general, and between the structure and operation of the health insurance funds and health care insurers in particular. Differences include the compulsory nature of insurance, the extent of cover, premiums, health insurance business, mutual competition, and the degree of private insurance. Many of these national singularities can be understood and explained only by considering the historical background of the current national health insurance systems, the insurers, and their evolution over de past centuries. This study adopts an institutional and political perspective towards further understanding of the development of health insurance, and of how this ultimately determined the specific nature of the health care insurers and funds, and how they currently operate in the three countries studied.
