Book excerpt: 'Security' has become a buzzword in political discourses in Africa and elsewhere, especially since the terrorist attacks on America on 9/11 2001, and America's global responses to threat of terrorism. Yet, there persists a fundamental 'conflict of securities' in Africa - the security of the state and its governing elites versus the security of the people from a human and societal security point of view. African elites and the general populace appear to have divergent notions of security. For the governing elites, security seems to be mainly about territorial sovereignty, protection and patrimonialization of the state largesse while for the majority of the under-privileged and middle class Africans, security appears to be more about access to basic livelihood and farmland, human capital improvement, employment and wage matters, protection from violence, functional development infrastructures (transport networks, electricity, clean water, education, etc), as well as availability and affordability of essential services and amenities. Africa's security contradictions and dilemma raise a number of urgent and compelling questions: whose security matters most? How has security been historically constructed and provided in Africa? How have those who are alienated from the dominant security agendas responded to their conditions of insecurity? What nexus of factors and interests influence security governance and politics in various African states and why? And what are the domestic, regional and international implications of the politics of security for Africa?

Book excerpt: This paper assesses the nature of land administration service delivery in Nigeria using data collected from three sets of participants in land administration processes: 76 service providers, 253 beneficiaries, and 172 professionals. The data were collected from eight states selected from the six geopolitical zones of the country—Cross River, Benue, Bauchi, Ekiti, Enugu, Kaduna, and Lagos states, plus the Federal Capital Territory (Abuja). These were chosen because they are considered to have advanced land administration systems. Our findings show that land registration processes in Nigeria take a long time: nearly 80 percent of beneficiaries and 41 percent of professionals responded that land registration took more than two years to complete after first apply-ing. This difference between beneficiaries and professionals may stem from the fact that many professionals, who gener-ally are better educated, may know more about the application process than do beneficiaries and are able to navigate the process more efficiently. Land registration information guidelines seem to be rarely available to the public. Consequently, the dominant means of access to land administration institutions is through direct contact. Coordination among govern-ance structures put in place by states for land administration also was found to be poor, especially in Bauchi and Enugu states, where very low levels of cooperation on issues related to land administration reforms were observed.

In the United States the large tracts of land held by private owners are often situated on the fringes of metropolitan areas. Frequently this land is in transition from agricultural to urban uses, and represents a source of income or a legacy for the next generation. Many universities and other non-profit institutions own large parcels of land and have a bargaining advantage in town-gown issues due to their contribution to the urban economy. In Nigeria, like much of Africa, a considerable portion of land is held privately, albeit communally. Land ownership and land supply decisions have more to do with family or clan marriages than with the logic of city building. This book, a result of the Lincoln Institute of Land Policys' September 2006 conference, brings together experts who address the following land policy questions. - What happens when one owner or one institution has significant control over the local land market? - How do the actions of individual landowners affect our capacity to create cities that work for all? - How well can these individual actors balance the competing interests of those living in neighborhoods, towns, cities, and regions? Despite the tensions that can arise between the stakeholders during the development process, the tensions are not the problem. Rather, they are the challenge and the opportunity to collectively shape our cities.
