Su ausencia en los innumerables y abultados relatos de nuestra historia es sorprendente. Tanto las historias apologéticas del nacionalismo, gustosas de héroes y gobernantes, como las historias de las grandes estructuras económicas y sociales, todas olvidaron a los niños. Sin embargo, los niños siempre estuvieron ahí. Desde la época prehispánica hasta el presente, los niños han participado, de muy diversas maneras, en los eventos más cruciales y decisivos. El propósito principal de este libro es el de incluir a los niños en la historia, reparando en su existencia en distintos momentos del pasado. De alguna manera, el conjunto de ensayos que compone este libro no busca más que ayudar a aclarar lo que ha significado ser niño o niña en la historia de América Latina. Con ese propósito invitamos a un amplio grupo de experimentados investigadores de Argentina, Bolivia, Brasil, Colombia, Chile, México, Perú, España, Estados Unidos, Alemania e Israel, para que escribieran ensayos sobre aspectos específicos de esa historia. En principio se trataba de que desplazaran sus miradas y detallaran aquellos ámbitos en los que aparecían los niños y las niñas, ya fuera como sujetos, o como motivos de reflexión y preocupación de los adultos. También nos animó a congregar este grupo de autores la cada vez mayor centralidad que parece tener en la vida de los adultos la presencia de los infantes. En nuestros países crecen los espacios donde se debaten las políticas públicas sobre la infancia, y nuestra sensibilidad frente al problema es bastante más refinada, y al mismo tiempo la solución de los conflictos que la aquejan parece cada vez más titánica. Aunque estamos convencidos de que el conocimiento histórico sobre el pasado de los infantes es una valiosa perspectiva para interpretar su presente y discutir su futuro.

Book excerpt: This report details a comparative analysis of early learning guidelines (ELGs) for infants and toddlers less than 3 years of age in Latin America and the Caribbean. The 19 ELGs evaluated are utilized by 12 national and 7 regional programs located in 13 countries in the region. Three types of programs are included in this report: parenting programs (n=3), community centers (n=4) and child development centers (n=12). Two of the twelve child development center programs fall beyond the age range of this research (0-3 years) and are included as case studies. While parenting programs are included in this analysis, caution should be given to directly comparing their results to the results from community center or child development center programs. As described in the paper, parenting programs represent a distinct type of intervention.

In facilitating a clarification of the ways in which we understand and talk about human rights in the field of comparative education, the editors have analysed and visualized the chapter contributions using Marie-Bénédicte Dembour’s categorization of human rights discourses. The experience of growing up in contexts of poverty and social vulnerability is a risk factor for child and adolescent development which may produce a series of negative effects in their adulthood, including mental disorders. This is a global concern, but so far the majority of literature about the topic has focused on developed countries. This volume aims to enrich the international literature by presenting results of research carried out in developing countries, showing how children and adolescents deal with adverse and risky contexts and analyzing both negative outcomes and the development of resilience and coping strategies. The studies gathered in this volume are theoretically grounded on systemic and ecological models which analyze developmental trajectories and outcomes taking into account the interaction of different ecological systems, such as the individual, the family, the school and the wider society. Departing from this theoretical framework, the chapters in this volume analyze the risk factors posed to child and adolescent development by adverse and risky social contexts and present evidence-based interventions aimed at both preventing negative outcomes and helping children and adolescents develop coping strategies to deal with adverse situations, such as poverty and social marginalization. Child and Adolescent Development in Risky Adverse Contexts: A Latin American Perspective will be of interest to developmental, clinical, health, and educational psychologists, as well as social workers, directly working or doing research with children and adolescents in situations of social vulnerability.
