The authors propose a model of it by means of an illustration from the example of Poland, which envisages the free provision of shares in formerly public undertakings to employees and consumers, and the provision of corporate finance from foreign intermediaries. One danger that emerges is that of bureaucratization. On the broader canvas, mass privatization implies the reform of the whole system, the creation of a suitable economic infrastructure for a market economy and the institutions of corporate governance. The authors point out the need for a delicate balance between evolution - which may be too slow - and design - which brings the risk of more government involvement than it is able to manage. A chapter originating as a European Bank working paper explores the banking implications of setting up a totally new financial sector with interlocking classes of assets. The economic effects merge into politics as the role of the state is investigated. However, the persuasion that social and economic processes could and should be regulated was by no means limited to them. Intense debates on these issues developed already during the First World War in Europe and became globalized during the World Economic crisis. During the Cold War, such discussions fuelled competition between two models of economic and social organisation but they also revealed the convergences and complementarities between them. This ambiguity, so often overlooked in histories of the Cold War, represents the central issue of the book organized around three axes. First, it highlights how know-how on planning circulated globally and were exchanged by looking at international platforms and organizations. The volume then closely examines specificities of planning ideas and projects in the Communist and Capitalist World. Finally, it explores East-West channels generated by exchanges around issues of planning which functioned irrespective of the Iron Curtain and were exported in developing countries. The volume thus contributes to two fields undergoing a process of profound reassessment: the history of modernisation and of the Cold War.

Nevertheless, Poland has made remarkable steps in the consolidation of democracy and the development of her political system, whilst maintaining social stability; she is also successfully transcending her historical security dilemma of open western and eastern frontiers and stronger, aggressive neighbours, by embedding herself in Europe through membership of NATO and the EU. Poland is overcoming her historical problems.
